Jakarta, August 14, 2026 – Minister of Creative Economy/Head of the Creative Economy Agency (Ekraf), Teuku Riefky Harsya, together with Deputy Minister of Creative Economy, Irene Umar, attended the first Plenary Session of the House of Representatives of the Republic of Indonesia (DPR RI) of the 2026 Session Year, with an agenda for President Prabowo Subianto to present the Draft Law on the State Budget (RUU APBN) for Fiscal Year 2027.

In his address, the government positioned the 2027 State Budget as an instrument to maintain economic growth momentum while improving public welfare. Fiscal policy is also directed to go hand in hand with fiscal reform, spending efficiency, and targeted social protection.
The government is also promoting innovative and sustainable financing, with targets to reduce poverty, open unemployment, and inequality in 2027.
“We are not choosing between growth and prudence. We choose both. We are not choosing between helping the people and safeguarding the State Budget. We are doing both. Indonesia has strong economic growth prospects, generally prudent macroeconomic policies, and a relatively prudent and sustainable debt burden compared to peer countries. They assess that our economic fundamentals are solid, government policies are effective, our economy is resilient to external shocks, and inflation remains under control,” said President Prabowo at the DPR RI Building, Jakarta, Friday (August 14).
Prabowo further said that Indonesia’s economy continues to grow amid global pressures and uncertainty. In the first half of 2026, economic growth reached 5.45 percent, while as of the end of July 2026, state revenue grew 21.3 percent and state expenditure increased 18.2 percent year-on-year. The State Budget deficit stood at 0.91 percent of Gross Domestic Product (GDP). The government is targeting economic growth of 6 percent in 2027 while maintaining inflation at around 2.5 percent.
The 2027 Draft State Budget (RAPBN) is designed with state expenditure of Rp4,097.2 trillion, an increase from Rp3,842.7 trillion in the 2026 State Budget. State revenue is projected to reach Rp3,153 trillion, while financing is planned at Rp671.2 trillion, with a deficit of 2.40 percent of GDP. The fiscal policy is directed toward supporting eight National Priority Work Programs covering food sovereignty, energy and water self-sufficiency, education, health, downstreaming and industrialization, infrastructure, housing and disaster resilience, as well as strengthening the people’s economy and rural development.

“Fiscal, monetary, and financial sector policies are working in synergy and becoming increasingly solid. Economic transformation toward higher value-added activities must continue to be strengthened. Flagship programs must be implemented effectively. These eight priorities are supported by stronger defense and security, law enforcement, governance, accelerated digitalization, and economic diplomacy. I sincerely hope that the discussion of the 2027 Draft State Budget will be conducted openly and constructively, with a full focus on the interests of the people and the nation,” said the President of the Republic of Indonesia.
In line with this direction, the Ministry of Creative Economy is strengthening the contribution of the creative economy sector through the development of an ecosystem based on creativity, innovation, Intellectual Property, talent, and entrepreneurship. This effort has a strategic foundation in Presidential Regulation No. 37 of 2026 concerning the 2026–2045 National Creative Economy Master Plan (Rindekraf). The regulation serves as a medium- and long-term development guideline for the central and regional governments in developing the creative economy sector and its ecosystem.
Minister of Creative Economy Teuku Riefky Harsya said Rindekraf is an important instrument to ensure that creative economy development remains aligned with the national economic growth agenda. According to him, development initiatives originating from the regions can expand the benefits of the creative economy while creating more opportunities for communities to generate added value from local potential.
“Rindekraf provides clear direction for developing the creative economy as a new engine of national economic growth. We encourage creativity, Intellectual Property, talent, and regional potential to be developed into productive economic activities so that the benefits can be felt by communities, from villages to global markets,” said Teuku Riefky.
This direction is being implemented through several flagship programs of the Ministry of Creative Economy, including Creative Village Activation to develop villages and urban communities as creative economy centers; Creative Hub Activation as a space for talent development and creative entrepreneurship; and Creative by Indonesia to accelerate the development of local Intellectual Property through the spirit of local heroes go national and national champions go global. The Ministry of Creative Economy also supports the government’s agenda to alleviate poverty, eliminate extreme poverty, and accelerate national economic growth.
“The creative economy has significant potential to support the people’s economy, create jobs, and increase added value. Therefore, we will continue to ensure that creative economy programs are connected to national development priorities and can be implemented concretely in the regions,” said Teuku Riefky.
The first Plenary Session of the DPR RI of the 2026 Session Year was also attended by Speaker of the MPR RI Ahmad Muzani; Speaker of the DPR RI Puan Maharani; Speaker of the DPD RI Sultan Bachtiar Najamudin; ministers and heads of government agencies; Commander of the Indonesian National Defense Forces (TNI), General TNI Agus Subiyanto; Chief of Staff of the Indonesian Army, General TNI Maruli Simanjuntak; Chief of Staff of the Indonesian Navy, Admiral TNI Dr. Muhammad Ali; Chief of Staff of the Indonesian Air Force, Air Chief Marshal Mohamad Tonny Harjono; Chief of the Indonesian National Police, General Listyo Sigit Prabowo; as well as Deputy Ministers of the Red and White Cabinet.
