Creative Economy Master Plan 2026–2045 Developed Through a Participatory Process to Strengthen Creative Economy Collaboration

Jakarta, July 12, 2026 – The Government has developed the Creative Economy Master Plan (Rindekraf) 2026–2045 through a participatory process involving cross-sector collaboration among stakeholders as a guideline for creative economy development toward Indonesia Emas 2045. The document, which was enacted through Presidential Regulation No. 37 of 2026, strengthens an intellectual property (IP)-based creative economy ecosystem through an inclusive, adaptive, and implementation-oriented approach.

The Rindekraf was formulated using a hexahelix approach involving the central government, regional governments, academia, the business sector, financial institutions, communities, and the media at both the local and international levels. This synergy is designed to create an integrated ecosystem that enhances talent capacity, strengthens business competitiveness, and optimizes the development of all 21 creative economy subsectors across the country.

“The Rindekraf serves as a national collaborative framework that unites the efforts of the government, academia, the business sector, communities, the media, financial institutions, and international partners in building an inclusive, adaptive, and implementation-oriented creative economy ecosystem. The hexahelix collaboration is key to ensuring that every policy delivers tangible benefits for creative economy practitioners across Indonesia,” said Minister of Creative Economy/Head of the Creative Economy Agency, Teuku Riefky Harsya.

As an initial step toward strengthening synergy, the Ministry of Creative Economy has signed approximately 63 memoranda of understanding (MoUs) with various strategic partners. International collaboration has also continued to expand through partnerships with organizations and institutions such as WIPO, UNESCO, UNCTAD, RMIT University, and Canva to enhance the global competitiveness of Indonesia’s creative products.

The Minister explained that the preparation of the Rindekraf has followed an evidence-based participatory process since March 2025. The process involved cross-sector harmonization with 35 ministries and government agencies to ensure that the document accurately reflects the actual needs of the creative economy ecosystem.

“This collaborative process ensures that the Rindekraf serves as a development document that represents the real needs of Indonesia’s creative economy ecosystem while providing a strong implementation roadmap through 2045,” the Minister explained.

Following the completion of all stages of deliberation, President Prabowo Subianto enacted Presidential Regulation No. 37 of 2026 on the Creative Economy Master Plan (Rindekraf) 2026–2045 on July 2, 2026. To oversee its implementation, the President established the Rindekraf Implementation Coordination Team, comprising 26 ministries and government agencies. The Coordinating Minister for Community Empowerment serves as Chair of the Steering Committee, while the Coordinating Minister for Economic Affairs, the Coordinating Minister for Human Development and Culture, and the Coordinating Minister for Infrastructure and Regional Development serve as Vice Chairs of the Steering Committee. The Minister of Creative Economy serves as Executive Chair, accompanied by the Minister of National Development Planning/Head of the National Development Planning Agency (Bappenas) as Deputy Executive Chair.

Through the Rindekraf 2026–2045, the Government is committed to positioning the creative economy as the new engine of national economic growth driven by regional development. A strong hexahelix collaboration is expected to foster more outstanding creative talents and establish the creative economy as a key pillar in achieving Indonesia Emas 2045.
