Creative Economy Master Plan 2026–2045 Optimizes Regional Potential to Position the Creative Economy as The New Engine of Growth

Jakarta, July 11, 2026 – The Government has strengthened the direction of national creative economy development through Presidential Regulation No. 37 of 2026 concerning the Creative Economy Master Plan (Rindekraf) 2026–2045. Formulated through cross-ministerial and inter-agency collaboration as well as a hexahelix approach involving a wide range of stakeholders, the Rindekraf serves as the medium- and long-term guideline for creative economy development to realize the creative economy as The New Engine of Growth.

Minister of Creative Economy/Head of the Creative Economy Agency, Teuku Riefky Harsya, delivers the Creative Economy Master Plan (Rindekraf) 2026–2045 during a press conference on the Rindekraf at the Ministry of Creative Economy Office in Jakarta on Thursday (July 9, 2026).

“The Rindekraf is integrated into national planning documents and translated into the strategic plans and annual work plans of ministries, agencies, and regional governments. This integration is expected to align policy directions between the central and regional governments in order to accelerate the growth of the creative sector,” said Minister of Creative Economy/Head of the Creative Economy Agency, Teuku Riefky Harsya.

The enactment of the Rindekraf represents a concrete step toward realizing the vision of the creative economy as a new engine of economic growth in support of Indonesia Emas 2045. To achieve this vision, the Ministry of Creative Economy has established a mission to strengthen an ecosystem based on intellectual property (IP), encompassing research and development, education, access to financing, infrastructure provision, marketing systems, incentives, IP facilitation, and the protection of creative works.

This mission is implemented through human capital empowerment and the strengthening of business competitiveness. As a concrete measure at the regional level, the Ministry of Creative Economy encourages regulatory adjustments and the establishment of creative economy offices, whether as standalone agencies or integrated with other regional government institutions.

To date, 13 provinces and 24 regencies/cities have established creative economy institutions, while another 17 provinces and 67 regencies/cities are currently in the process of strengthening their institutional frameworks. This progress, achieved in less than two years, reflects the growing commitment of regional governments to strengthening creative economy governance and provides a strong foundation for the nationwide implementation of the Rindekraf.

“The implementation of the Rindekraf at the regional level also requires strong synergy with all stakeholders, including local legislative bodies. We believe that by optimizing the role of regional governments as catalysts for regional development, the creative economy can be firmly established as the new engine of national economic growth, beginning at the regional level,” the Minister said.

As an institutional reference, the Rindekraf is expected to create quality employment opportunities, increase community income, strengthen regional cultural identities, foster a competitive investment climate, and generate new sources of Regional Original Revenue (Pendapatan Asli Daerah—PAD).
