Jakarta, July 7, 2026 – The Ministry of Creative Economy/Creative Economy Agency (Ekraf) has, for the first time, organized the 2026 Independent Competency Assessment for the Adyatama Functional Position in Tourism and Creative Economy. The initiative represents a strategic effort to strengthen the quality of human resources by developing professional, competent, and highly capable civil servants (ASN) who are ready to support the creative economy as a new engine of Indonesia’s economic growth.

Held from July 7–9, 2026, the competency assessment is attended by 46 participants who passed the administrative selection, comprising 22 candidates seeking promotion and 24 candidates transferring from other functional positions. The program is the result of collaboration between the Ministry of Creative Economy and the Ministry of Tourism, implementing Law No. 20 of 2023 on the State Civil Apparatus and Minister of Administrative and Bureaucratic Reform Regulation No. 1 of 2023 on Functional Positions, which emphasize competency, performance, and organizational needs as the foundation for civil service career development.
Secretary of the Ministry of Creative Economy/Secretary of the Creative Economy Agency, Dessy Ruhati, stated that the competency assessment serves not merely as an administrative requirement but as a crucial instrument to ensure that every functional official possesses the competencies, integrity, capacity, and professionalism required by both the organization and the profession.
“The implementation of this independent competency assessment carries significant strategic value. It is not merely an administrative requirement or a formality for career advancement, but an instrument that ensures every functional official possesses the competencies, integrity, capacity, and professionalism required by professional standards and organizational needs,” said Dessy Ruhati at the Auditorium of the Indonesian Film Building (Gedung Film Pesona Indonesia) in Jakarta on Tuesday (July 7).
Dessy added that the Ministry’s ongoing transformation requires civil servants who are capable of thinking strategically, driving innovation, and delivering practical solutions for society. She emphasized that Adyatama functional officials must emerge as professional leaders capable of driving meaningful change.
“I encourage all functional officials to change their mindset. Do not simply focus on completing assigned tasks. Become civil servants who are oriented toward results, benefits, and impact. Do not merely implement programs—become creators of solutions. Do not only produce reports, but generate policy recommendations, innovations, and reforms that strengthen Indonesia’s creative economy ecosystem,” Dessy emphasized.

Echoing this message, Deputy for Human Resources and Institutional Affairs at the Ministry of Tourism, Martini Mohamad Paham, expressed appreciation for the collaboration behind the competency assessment. She said the initiative provides an important opportunity for participants to advance their careers while improving the quality of public services.
“This competency assessment offers an excellent opportunity to support career advancement while strengthening professional competencies. I hope all participants approach the process with confidence and achieve the best possible results. We also expect this initiative to become a sustainable collaboration between the Ministry of Creative Economy and the Ministry of Tourism in strengthening and managing both the creative economy and tourism sectors,” said Martini Mohamad Paham.
Meanwhile, Head of the Center for Creative Economy Human Resources Development, R. Adi Mukhtar Rivai, explained that every stage of the assessment had been carefully prepared, from registration, administrative verification, and pre-assessment activities to the appointment of assessors from both ministries. Participants will undergo a series of evaluations, including case studies, presentations based on their respective functional levels, and Competency-Based Interviews (CBI).

“We have prepared every stage of the competency assessment systematically, including the establishment of a cross-ministerial assessment panel to ensure that the evaluation process is objective, professional, and fully compliant with applicable regulations,” Adi Rivai explained.
Through this competency assessment, the Ministry of Creative Economy aims to produce Adyatama functional officials who demonstrate outstanding competence, integrity, adaptability, and the ability to drive policy development and strengthen Indonesia’s creative economy ecosystem in support of the Golden Indonesia 2045 vision.
