Minister of Creative Economy: Rindekraf Strengthens Hexahelix Collaboration for an Inclusive Creative Economy

Jakarta, July 13, 2026 – Minister of Creative Economy/Head of the Creative Economy Agency Teuku Riefky Harsya emphasized that the Creative Economy Masterplan (Rencana Induk Ekonomi Kreatif/Rindekraf) 2026–2045 was developed based on the principles of inclusivity and hexahelix collaboration as the foundation for Indonesia's creative economy development. Through this approach, Rindekraf is expected to strengthen an adaptive and sustainable creative economy ecosystem in support of Indonesia Emas 2045.

The Minister stated that the successful implementation of Rindekraf requires the active collaboration of all hexahelix stakeholders, including the government, academia, businesses, financial institutions, communities, media, and international partners. At the national level, the implementation of Rindekraf is supported by 26 ministries and government agencies that are part of the national coordination team.

"From the very beginning, the Presidential Regulation was developed based on three core principles: inclusivity, adaptability, and implementability. It is inclusive because it accommodates the diversity of creative economy stakeholders and ecosystems across business subsectors, gender, business scale, levels of development, and regional characteristics," the Minister said.

Indonesia's creative economy currently employs approximately 27.4 million people, representing 18.7 percent of the national workforce. Around 63 percent of these workers belong to Generation Z and Millennials, while 58.39 percent are women. These figures demonstrate that the creative economy has become an inclusive platform that provides opportunities for diverse groups of society while serving as one of the country's key drivers of inclusive economic growth.

The Minister further explained that Rindekraf incorporates the principle of "no one left behind" by empowering various groups, including youth, women, persons with disabilities, communities in disadvantaged, frontier, outermost, and border regions (3TP), as well as creative MSMEs. This principle serves as the foundation for ensuring that creative economy development is distributed equitably throughout Indonesia.

Through Rindekraf, the government provides a clear policy direction while strengthening talent development, intellectual property protection, access to financing, and market expansion. For regional governments, the document serves as a strategic guideline for formulating policies, strengthening institutional capacity, and enhancing regional competitiveness based on local potential.

"It is adaptive because it accommodates advancements in science, technology, and industry dynamics, ensuring its continued relevance to the future needs of the creative economy. It is implementable because it has been translated into concrete action plans aligned with the resources and responsibilities of the respective ministries and agencies," Minister Teuku Riefky explained.

At the national level, Rindekraf is expected to generate employment opportunities, increase investment, expand exports, and enhance the creative economy's contribution to Indonesia's Gross Domestic Product (GDP). The Masterplan also serves as the umbrella framework for flagship programs, including Creative Village Activation, Creative Hub Activation, and Creative by Indonesia (I-Wave), which aim to transform local heroes into national champions competing in the global market.

Through its "Starting from the Regions" approach, Rindekraf provides a reference for regional governments to build sustainable creative economy ecosystems. The development of creative clusters and the strengthening of local institutions are expected to accelerate equitable creative economy growth, positioning the sector as a new engine of Indonesia's national economic development.
