Therefore, aligning the programs of both ministries is essential to ensure that the Rindekraf action plan is implemented in an integrated manner. We strongly expect higher education institutions to become key drivers of talent development, research, and creative innovation that support the growth of Indonesia’s creative economy,” said Minister of Creative Economy Teuku Riefky Harsya at the Ministry of Higher Education, Science, and Technology Office in Jakarta on Wednesday (July 22).
The meeting aimed to present the policy direction for strengthening the national creative economy ecosystem as a new engine of economic growth while also introducing the Rindekraf 2026–2045 framework. In addition, both ministries identified strategic collaboration opportunities in strengthening creative economy research and innovation, developing centers of excellence, nurturing creative talent through higher education institutions, and reinforcing the creative economy ecosystem through strategic inter-ministerial partnerships.
“We see strong collaboration potential between the Ministry of Creative Economy and the Ministry of Higher Education, Science, and Technology in supporting the implementation of Rindekraf 2026–2045, particularly through the strategic role of higher education institutions in curriculum development, talent development, research and innovation, as well as the downstreaming of creative economy research outcomes,” the Minister of Creative Economy emphasized.

Based on Appendix II of the Rindekraf Presidential Regulation Action Plan, collaboration between the Ministry of Creative Economy and the Ministry of Higher Education, Science, and Technology encompasses three key strategies. Under the research development strategy, the Ministry of Higher Education, Science, and Technology plays a role in promoting the utilization of creative economy research by industry, organizing research conferences, and implementing matching fund programs for creative economy research. Under the education development strategy, the ministry has a strategic role in preparing creative talent through human resource mapping, developing teaching materials and industry-based learning programs, strengthening internship programs, and coordinating creative economy education. Meanwhile, in the area of IP facilitation, the ministry supports the establishment of IP centers at higher education institutions to strengthen the protection, downstreaming, and commercialization of creative economy intellectual property.
In addition to implementing the action plan, the two ministries also identified opportunities to deepen collaboration through more targeted creative economy research aligned with industry needs, scholarship programs in the creative economy sector, mainstreaming the creative economy within university environments, and strengthening the Creative Economy Higher Education Consortium.
To further reinforce the ecosystem, the Ministry of Creative Economy is also preparing its flagship programs, including Creative Villages, Creative Hubs, and Creative by Indonesia. These programs are designed to stimulate national economic growth, alleviate poverty, and create employment opportunities. In particular, the activation of Creative Hubs and Creative by Indonesia will serve as strategic collaboration platforms with the Ministry of Higher Education, Science, and Technology and higher education institutions to develop talent, research, and the downstreaming of creative works, enabling local heroes to go national and national champions to go global.
