Rindekraf Expands Indonesia’s Creative Economy to 21 Subsectors

Jakarta, July 10, 2026 – The Ministry of Creative Economy/Creative Economy Agency (Ekraf) has expanded the scope of Indonesia’s creative economy from 17 to 21 subsectors through the Creative Economy Master Plan (Rindekraf) 2026–2045. The expansion introduces four new subsectors—emerging technologies, digital content, voice-over services, and automotive modification—to ensure that creative economy development remains responsive to technological advancement, research, innovation, and evolving industry dynamics.

Minister of Creative Economy Teuku Riefky Harsya stated that the updated framework represents a strategic step to ensure creative economy policies are capable of addressing global challenges while strengthening Indonesia’s competitiveness.

“Rindekraf 2026–2045 introduces a more adaptive creative economy structure by grouping 21 subsectors into four main clusters. This approach provides a stronger foundation for more targeted policies that will strengthen the creative economy ecosystem, enhance the competitiveness of creative businesses, and encourage innovation across regions,” the Minister said.

Under Rindekraf, the 21 creative economy subsectors are organized into four primary clusters: arts and culture, design, technology and digital content, and media and creative distribution. The classification is based on the characteristics of business activities, products, and production processes rooted in cultural heritage, science, technology, and digital innovation.

The newly introduced subsectors of emerging technologies, digital content, and voice-over services are included in the technology and digital content cluster, reflecting the rapid growth of Indonesia’s digital creative industries.

Meanwhile, automotive modification is placed within the design cluster, recognizing its contribution to value creation through design innovation, engineering, and vehicle personalization. The emerging technologies subsector encompasses artificial intelligence (AI), blockchain, big data, cybersecurity, and other advanced digital technologies.

The digital content subsector accommodates the rapid growth of new professions and business models, including content creators, affiliate marketers, and live commerce, while the voice-over services subsector recognizes the increasing demand for professional voice talent across the audiovisual creative industry.

This clustering framework is designed to make Indonesia’s creative economy more responsive to major industrial transformations, including advances in artificial intelligence (AI), information technology, research- and innovation-driven manufacturing, the green economy, the blue economy, the circular economy, and renewable energy. The subsector structure also remains flexible, allowing future adjustments in line with scientific and technological developments, industry evolution, and the emergence of new forms of creative expression.

By expanding the creative economy to 21 subsectors and adopting a more adaptive cluster-based approach, the Ministry of Creative Economy is optimistic that the sector’s development will become more focused, inclusive, collaborative, and responsive to emerging creative industries and business models. This initiative is expected to strengthen Indonesia’s creative economy ecosystem, enhance the competitiveness of creative entrepreneurs, and support the realization of Golden Indonesia 2045.
