Announcing Outstanding Achievements in 2025, Minister of Creative Economy: Creative Economy Emerges as the Nation’s New Gold Mine

Jakarta, December 22, 2025 — Indonesia’s creative economy has emerged as a new engine of national economic growth throughout 2025, recording achievements in exports, investment, and employment absorption that exceeded targets. At the Creative Economy Annual Report (EAR) 2025 event, Minister of Creative Economy / Head of the Creative Economy Agency Teuku Riefky Harsya stated that the resurgence of the sector is the result of collaboration and systemic acceleration programs, serving as a foundation for achieving the government’s vision.

“The creative economy is no longer merely a potential sector, but a new gold mine that grows from the regions and becomes a new engine of economic growth. Strong data and collaboration will ensure that our policies are well targeted and generate broad impact,” he said at the EAR 2025 event held at the Thamrin Nine Ballroom, Monday, December 22, 2025.

Performance data presented at the EAR showed positive trends: creative economy export value from January to October 2025 reached USD 26.68 billion, equivalent to 11.96 percent of total national non-oil and gas exports; investment realization in the third quarter reached IDR 132.04 trillion (107 percent of the 2025 RPJMN target); and total employment reached 27.4 million workers. These achievements align with President Prabowo’s vision as outlined in the third and fifth Asta Cita.

Statistics Indonesia (BPS) recorded the sector’s contribution to GDP in 2024 at IDR 1,611.2 trillion, or 7.28 percent of national GDP, exceeding national GDP growth of 5.03 percent—figures that underscore the tangible role of the creative economy in the national economy. The Minister emphasized that this momentum serves as a starting point for further strengthening.

“Over the past year, the creative economy has made institutional progress with the addition of 19 provinces and dozens of regencies and cities establishing creative economy offices or committees. Moreover, dozens of strategic partnerships with national and international partners have been signed. These figures prove that the creative economy is capable of becoming a new engine of growth starting from the regions and serve as a benchmark for implementing Asta Ekraf, a strategic framework of eight clusters that guides policy from data, talent, and infrastructure to intellectual property commercialization,” said the Minister of Creative Economy.

Throughout 2025, the Ministry of Creative Economy implemented various programs to strengthen its role and function as both accelerator and policymaker. These programs include Tekoteh (Creative Economy Talent Community Gathering), the Creative Economy Master Plan (Rindekraf) 2026–2045, Creative Villages, Emak-Emak Matic / GenMatic, and Wonder Voice of Indonesia. These initiatives are designed to strengthen value-added chains from upstream to downstream, open access to international markets, and enhance the capacity of local talents and creative players.

“At the global level, we continue to strengthen international cooperation, including through an MoU with the Government of France during President Emmanuel Macron’s visit to Indonesia,” the Minister added.

Meanwhile, Deputy Minister of Creative Economy Irene Umar stated that Indonesian creative economy champions are now recognized worldwide, and therefore the Ministry’s presence is not only as a regulator, but also as a facilitator.

“From the beginning, our commitment has been to use local products to drive the creative economy. All elements of the hexahelix must work together, because creative economy products are not only for Indonesia, but also for the global market,” said the Deputy Minister.

As a newly established ministry, the Ministry of Creative Economy achieved the “Informative” status for Public Information Disclosure, ranking 25th out of 86 ministries and agencies, and received a Special Award for New Public Bodies.

Beyond the “Informative” status, the Ministry of Creative Economy also ranked fifth among newly established or restructured ministries in the ‘Informative’ category. This award was presented by the Central Information Commission (KIP) in appreciation of accelerated efforts to realize public information transparency in implementing Law No. 14 of 2008, as well as for initiatives and commitment in providing public information services.

Range of Strategic Programs for 2026

The Ministry of Creative Economy has prepared a range of Strategic Creative Economy Programs for 2026, outlining policy direction and priorities to strengthen the role of the creative economy as a driver of national economic growth. These programs are structured based on Key Performance Indicators (KPIs) covering four main pillars: creative economy investment, export value, employment, and GDP growth rate of the creative economy sector.

To support investment targets, the Ministry has prepared several strengthening programs, including the international-scale Creative Economy Business Forum, the World Conference on Creative Economy (WCCE) 2026 with participation from more than 50 countries, creative economy intellectual property commercialization, and incentive schemes for priority subsectors such as film, games, and applications. These programs aim to enhance value added and global competitiveness of Indonesian creative products.

In the export sector, strategies are focused on the Acceleration of Indonesian Creative Exports (ASIK) to boost competitiveness from the national to the global level. Strengthening creative product brand identity is carried out through the Creative by Indonesia program, supported by Ekraf Hub as a digital collaboration platform for creative economy players, as well as incentive schemes for subsectors such as fashion, crafts, culinary, and publishing.

Meanwhile, workforce strengthening is directed toward enhancing creative talent capacity through digital marketing training such as Gen Matic and Emak Matic, next-level content development for digital creators, and the Creative Laboratory (Kreatorium) to strengthen the urban gig economy ecosystem. This approach places human resources as the main foundation of creative economy growth.

In terms of medium- and long-term GDP growth, the government is preparing strategic regulation through a Presidential Regulation on the Creative Economy Master Plan 2026–2045.

This policy is reinforced by the AKTIF program to enhance local-to-national competitiveness, the Red and White Creative Space as a center for cross-stakeholder creative activities, and the Creative Village program to develop creativity-based regional potential.

The Ministry of Creative Economy also aligns creative economy programs with cross-ministerial and institutional national priorities, such as the Red and White Village Cooperative, MBG, People’s Schools, and Garuda Schools.

This synergy affirms that the creative economy does not stand alone, but is an integral part of inclusive national development based on innovation and oriented toward strengthening the economy from the regions.
