Jakarta, 12 November 2025 — The Ministry of Creative Economy/Creative Economy Agency, together with cross-ministerial institutions and the Jakarta Provincial Government, is exploring the revitalization of Jakarta’s Kota Tua area as a National Strategic Project (PSN). This initiative aims to transform the historic district into a globally competitive creative ecosystem that integrates cultural heritage with the creative economy, with significant activation targeted for 2027 in line with Jakarta’s 500th anniversary.

Deputy Minister of Creative Economy/Deputy Head of the Creative Economy Agency, Irene Umar, emphasized that the revitalization of Kota Tua should be viewed as a strategic effort to strengthen a sustainable creative economy ecosystem while driving economic growth. “Kota Tua can become a showcase of Indonesia’s creativity—combining history, art, and innovation into a new narrative of a global city. With a clear masterplan, investment will come in more easily, and the area will support long-term economic growth,” said the Deputy Minister during the coordination meeting at the Coordinating Ministry for Economic Affairs, Jakarta, Wednesday, 12 November 2025.
She further stressed that Kota Tua must be developed toward becoming a UNESCO World Heritage Site through world-class management standards. “UNESCO designation is important, but what matters even more is ensuring that the area is managed with international standards—from spatial planning to activity curation and long-term economic sustainability,” she added.
Head of the Regional Development Planning Agency (Bappeda) of DKI Jakarta, Atika Nur Rahmania, outlined the development focus on three main corridors: the Glodok–Kota Tua Transit-Oriented Development (TOD), surrounding heritage buildings, and connectivity to Kali Besar.

“The initial phase focuses on the inner-wall area with a two-year activation target to create strong momentum in 2027. Collaboration with private building owners is crucial to ensure that revitalization is not merely aesthetic but delivers real economic impact. This initiative also aligns with the government’s third Asta Cita priority: expanding quality employment, fostering entrepreneurship, and developing the creative industries,” Atika explained.
Stakeholder Management representative from Danantara, David Ben Utomo, reaffirmed the commitment to advancing the Kota Tua development. “With around 28 SOE-owned buildings and large investment potential, we are preparing strategic funding coordination to support area revitalization and encourage investor participation,” said David.
Acting Deputy for Industrial, Labor, and Tourism Coordination at the Coordinating Ministry for Economic Affairs, Dida Gardera, highlighted that the Kota Tua area strategy must integrate education, creative economy, tourism, and TOD elements to become a world-class heritage model.

The meeting concluded with an agreement to finalize the masterplan and Jakarta Provincial Government support documents as the foundation for PSN submission and multi-sector investment planning. The initial pilot activation is planned to begin in 2026, with full momentum expected in 2027, coinciding with Jakarta’s 500th anniversary and aligning with the city’s 2030 vision as a global city and world creative economy hub.

Also present were Hariyanto, Deputy for Destination and Infrastructure Development at the Ministry of Tourism; Wahyu Utomo, Special Staff for Regional Development Acceleration, Infrastructure, and Investment at the Coordinating Ministry for Economic Affairs; Defrianov, Deputy Head of Bappeda DKI Jakarta; and Ani Ruspitawati, Head of the Jakarta Health Office.
