Jakarta, 4 November 2025 – Ahead of the Cabinet Meeting, the Ministry of Creative Economy/Creative Economy Agency and the Coordinating Ministry for Community Empowerment (Kemenko PM) reinforced their commitment to positioning the creative economy as a key solution for poverty reduction and new job creation. This strategy is supported by the rapid growth of investment across regions, with Jakarta recording a notable increase to Rp 25.97 trillion.

“In addressing extreme poverty, the Ministry of Creative Economy aims to strengthen value chain facilitation so that the creative economy becomes a backbone for the middle class. A total of 9.5 million individuals have experienced downward mobility, and the creative economy plays a critical role in maintaining economic stability by generating employment and entrepreneurial opportunities,” said Minister of Creative Economy, Teuku Riefky Harsya, during the Ministerial-Level Meeting with the Coordinating Minister for Community Empowerment, Abdul Muhaimin Iskandar, at the Kemenko PM Office, Jakarta, Tuesday, 4 November 2025.
The meeting discussed preparations for the one-year performance report of ministries under the coordination framework—highlighting ongoing transformation efforts to position the creative economy as a new engine of national growth.
The Minister of Creative Economy outlined several key achievements from the ministry’s first year, including investment growth across creative economy subsectors in 2024–2025. Five provinces recorded significant increases: DKI Jakarta, West Java, Central Java, Banten, and East Java.

“Creative economy growth has become increasingly competitive, even though investment is still concentrated in Jakarta and the Java region. For example, investment in Jakarta rose from Rp 18.14 trillion to Rp 25.97 trillion. Higher investment indicates stronger performance, as investors are not only targeting the Indonesian market but also aiming for regional and global competitiveness,” the Minister added.
Meanwhile, the Coordinating Minister for Community Empowerment presented pilot projects for addressing extreme poverty and strategies to overcome disparities between poverty reduction targets and actual progress. He emphasized the need for broader access to technology, financing, and the utilization of state-owned assets for creative hubs and MSME business centers.
“Strategies for poverty reduction cannot rely solely on social assistance. Empowering community-based economic activity is essential. Ministries and agencies have agreed on reforms to the social assistance system, including differentiating support for productive and non-productive households. We are also launching the Extreme Poverty Direct Employment Program, enabling 10,000 social assistance beneficiaries to transition into jobs such as security officers, office staff, mechanics, waiters, and more. Additionally, creative economy practitioners must be provided with facilities such as co-working spaces, exhibition venues, and creative markets similar to Pos Bloc and M Bloc in Jakarta,” the Coordinating Minister stated.

Kemenko PM has been designated to lead the national orchestration of poverty alleviation, ensuring that each ministry and agency under its coordination aligns with the broader agenda of economic and community empowerment. Ministers present at the meeting also delivered their respective program updates and achievements over the past year as part of the Merah Putih Cabinet.
The Minister of Creative Economy was accompanied by the Secretary of the Ministry/Principal Secretary, Dessy Ruhati. Also present were the Minister of Social Affairs Saifullah Yusuf; Minister for Micro, Small, and Medium Enterprises (MSMEs), Maman Abdurrahman; Minister for the Protection of Indonesian Migrant Workers (P2MI), Mukhtarudin; and Minister of Villages, Development of Disadvantaged Regions, and Transmigration (MenDes PD2T), Yandri Susanto.
