The Ministry of Creative Economy welcomed local initiatives such as those in Garut Regency, which has developed its own data system and actively strengthened potential subsectors. The Deputy Minister noted that mapping creative economy potential based on data can serve as the foundation for policymaking and program development.
“It is crucial that we understand the identity of a region so that the needs of its growing sectors can be addressed. The goal is to unlock greater opportunities within that area,” said Deputy Minister of Creative Economy Irene Umar during a meeting with the Regent of Garut at the Ministry’s office in Jakarta, Wednesday, July 30, 2025.
The Deputy Minister explained that strengthening the culinary subsector, for instance, relates directly to food security and could be directed toward proper downstream development. She also encouraged regions to enhance their creative ecosystems through multi-stakeholder collaboration, mentoring for creative players, and expanded access to markets and financing.

“Our commitment is to elevate Garut not only on the national stage but also internationally,” she added.
Regent Abdusy Syakur Amin described Garut as the third-largest regency in West Java Province by land area and the fifth-most populous. With this potential, he expressed hope for collaborative efforts to accelerate human resource development and strengthen creative talents.
“We would greatly appreciate it if the Ministry of Creative Economy could provide enrichment programs, perhaps by assigning one or two personnel to work with us in upgrading the community’s mindset,” the Regent said.

According to data from Garut Regency’s SERASI system, creative economy investment reached IDR 418.3 billion with 11,682 jobs created. This figure represents 17.48% of the total regional investment of IDR 2.39 trillion and accounts for 88.71% of total employment absorption in Garut Regency. The five largest contributing subsectors are fashion, culinary, crafts, advertising, and publishing.
The Regent further expressed hope that support and facilitation from the Ministry of Creative Economy would help elevate Garut’s creative economy potential.
“Currently, Garut is known mainly for its commodities, but there is less emphasis on processing. That is why we want to promote the creative industries—to build a Garut that thrives on creativity while being productive and beneficial for the community,” he added.
