Jakarta, 11 November 2025 – Deputy Minister of Creative Economy/Deputy Head of the Creative Economy Agency, Irene Umar, emphasized that strong cross-ministerial and inter-agency collaboration is essential for the effective implementation of the Creative Economy Master Plan (Rindekraf) 2026–2045. This statement was delivered during the Inter-Ministerial and Inter-Agency Committee (PAK) Meeting on the drafting of the Presidential Regulation for Rindekraf, aimed at positioning the creative economy as an integrated and sustainable national movement for the next two decades.

“Indonesia is one of the few countries with a dedicated Ministry of Creative Economy. As directed by the President, our task is not to work in isolation, but to break down sectoral egos and build cross-ministerial task forces so that all regulations are end-to-end rather than fragmented. We are here not only for the Ministry of Creative Economy, but for the red-and-white,” said the Vice Minister during the meeting at Pullman Hotel, Jakarta, Tuesday, 11 November 2025.
As a national blueprint outlining the direction of creative economy policies, Rindekraf 2026–2045 serves to synchronize the steps of all relevant stakeholders. According to the Vice Minister, policy alignment is crucial to ensure that talent development, infrastructure strengthening, and investment in the creative sector can progress more effectively and reinforce one another.
“In this meeting, we are not only discussing action plans. We also need to thoroughly review each subsector’s policies and align them with policies from all related ministries so that no one works in silos. This way, when investors enter, all parties are prepared and no policies overlap. Our goal is to ensure that investment in the creative economy can grow in a directed and sustainable manner,” she stated.

One of the key strategies outlined in Rindekraf 2026–2045 is the development of collaborative research. The Vice Minister highlighted the importance of synergy with ministries and institutions whose mandates intersect with creative economy development.
“Data alignment and research harmonization are vital because all creative economy development steps must be carried out carefully and collaboratively, ensuring stronger value creation and strengthening Indonesia’s soft diplomacy,” she explained.
Rindekraf 2026–2045 is also designed to address structural challenges in improving the competitiveness of creative economy human resources. Deputy Minister Irene highlighted the importance of cultivating foundational skills among students to prepare future creative talents who are adaptive to industry needs.
“Many of our children lack basic creative skills such as sewing, crafting, or making things with their own hands. Therefore, in this master plan, we aim to make a creative-economy-related curriculum more practical, with teachers serving as mentors who encourage students to create and develop entrepreneurial potential from an early age,” she added.

Deputy for Creative Economy Strategic Development, Cecep Rukendi, emphasized that Rindekraf serves as an essential foundation and guideline for creative economy development over the next 20 years. He added that many provincial and district governments have begun coordinating with the Ministry to strengthen creative economy institutions in their respective regions. The finalized Rindekraf is expected to become a reference for these institutional developments.
Also accompanying the Deputy Minister were Director of Strategic Management Studies, Agus Syarip Hidayat, and Director of Infrastructure Facilitation, Fahmy Akmal. Present as well were Assistant Deputy for Creative Economy and Entrepreneurship Development at the Coordinating Ministry for Economic Affairs, Trukan Sri Bakuheling; Assistant Deputy for Village Development, Disadvantaged Regions, and Transmigration at the Cabinet Secretariat, Asri Ernawati; and Director of Policy Formulation for Research, Technology, and Innovation at BRIN.

The meeting was also attended by representatives from 22 ministries and institutions participating in PAK, including the Ministry of State Secretariat, Ministry of Home Affairs, Ministry of Foreign Affairs, Ministry of National Development Planning/Bappenas, State-Owned Enterprise Supervisory Agency, Daya Anagata Nusantara Investment Management Body (Danantara Indonesia), the Financial Services Authority (OJK), and other related ministries and institutions.
