Jakarta, March 4, 2025 – The Deputy Minister of Creative Economy/Deputy Head of the Creative Economy Agency, Irene Umar, welcomed a visit from the Indonesian Voice-Over Association (PERSUSI) in an audience to discuss regulations and protections for voice-over artists (dubbers) in Indonesia.

The meeting, held at Menara Merdeka, Jakarta, on Tuesday, February 4, 2025, highlighted the importance of royalty rights for professionals in the voice-over sector and the need for stronger regulations.
During the discussion, Deputy Minister of Creative Economy Irene reaffirmed the Ministry’s commitment to advocating for dubber royalties, which have long been overlooked. The Ministry of Creative Economy will review the royalty scheme for voice usage and ensure proper implementation.
Additionally, the Ministry of Creative Economy will evaluate the relationship between the film and music industries to establish clearer regulations regarding licensing for voice usage in audiovisual productions.

“We want to ensure that voice-over artists receive their rightful compensation, including fair royalties. Dubbers play a crucial role in the film and music industries, and they should be treated equally, just like background music or soundtracks in a production,” Irene stated.
Furthermore, the Ministry of Creative Economy plans to develop policies that protect dubbers in their relationships with industry players and voice content users.
“We will design policies that cover the entire process, from upstream to downstream, ensuring strong regulatory protection for dubbers so that they receive fair rights,” she added.

The Ministry of Creative Economy is also considering regulations regarding dubber earnings, including policies on the use of artificial intelligence (AI) in the industry.
Agustini Rahayu, Deputy for Media Creativity, emphasized that the government will assess the impact of AI on the voice-over industry and how regulations can protect workers in this field.
“We will establish regulations on dubber earnings and anticipate the impact of AI in the industry. This step is crucial to ensure that creative workers continue to receive their rightful compensation and protection,” Ayu said.

Meanwhile, PERSUSI representative Antero welcomed the audience and appreciated the Ministry of Creative Economy commitment to addressing issues in the voice-over industry.
“We are very grateful for this discussion. The Ministry’s seriousness in this matter is evident, and this is a great starting point to tackle the challenges we face. Although it will be a long process, we are optimistic about the direction given,” said Antero.
Similarly, Aty Widyawaty, another PERSUSI member, stressed that the voice-over industry is a promising sector with long-term growth potential.
“The voice-over industry is part of the creative economy with great potential. We hope that the Ministry of Creative Economy can help develop regulations that provide protection and certainty for both workers and businesses in this sector,” Aty stated.

This audience serves as an initial step toward strengthening Indonesia’s voice-over industry through clearer regulations and better protections for voice-over artists.
