Jakarta, 16 September 2025 – The Government, through the Ministry of Creative Economy / Creative Economy Agency (Ministry of Creative Economy), continues to encourage the utilization of artificial intelligence (AI) as a driver of innovation and growth in Indonesia’s creative industries. The use of AI is considered necessary to be properly directed so that government policies can be more targeted and effective.

The discussion emerged during the annual event initiated by KORIKA (Kolaborasi Riset dan Inovasi Kecerdasan Artifisial Indonesia), namely the Artificial Intelligence Innovation Summit (AIIS) 2025, which carried the theme AI for Sustainable Future: Bridging Innovation and Humanity. Delivering the keynote speech, Minister of Creative Economy Teuku Riefky Harsya assessed that Indonesia is currently at an early stage of AI adoption, with significant potential supported by 185 million internet users and 139 million social media users. According to him, AI offers opportunities to accelerate innovation across various subsectors, including design, animation, games, applications, and digital marketing.
“In 2024, the creative economy contributed more than IDR 1,500 trillion to national GDP and absorbed over 26.5 million workers. With the momentum of AI adoption, this contribution will continue to increase, reaffirming the role of the creative economy as a new engine of national economic growth. AI can accelerate production, optimize marketing, and open access to global markets. However, human creativity must remain at the center of the creative ecosystem. AI is a collaborator, not a replacement for creators,” said Minister of Creative Economy Teuku Riefky at the event held at JS Luwansa Hotel, Jakarta, on Tuesday, 16 September 2025.
Despite the vast opportunities, the challenges are not insignificant. Minister of Creative Economy Teuku Riefky highlighted issues related to copyright protection and limited digital literacy.
“Creative products such as design, photography, and animation are human works with moral and economic rights. Current regulations do not yet fully govern the use of works as training data for AI. Licensing mechanisms are essential to ensure that creators continue to receive recognition and fair returns,” explained Minister of Creative Economy Teuku Riefky.

To address these challenges, the Ministry of Creative Economy is preparing a strategic framework that balances the development and utilization of AI. Development aspects are focused on research, innovation, and intellectual property protection, while utilization is directed toward strengthening the competitiveness of the creative industries. The Government also encourages regulatory harmonization, enhancement of AI literacy and ethics, as well as support for local startups in the AI technology sector.
The participation of the Ministry of Creative Economy in AIIS 2025 is expected to strengthen synergy between technology and creativity, paving the way for the creation of an inclusive and innovative digital ecosystem capable of responding to global challenges in the era of artificial intelligence.
At the same event, the Coordinating Minister for Economic Affairs, Airlangga Hartarto, discussed the utilization of AI in relation to government programs. Coordinating Minister Airlangga stated that the Government currently has 17 economic stimulus packages, consisting of 8 acceleration programs in 2025, 4 programs in 2026, and 5 additional programs.

“One of our 17 programs related to digitalization is the internship program for university graduates. This university internship program is eligible for students who are in their final year of study in the respective year. I ask that digital companies provide internship placements for students within their industries, regardless of the subject,” said Coordinating Minister Airlangga.
In addition, in relation to the creative economy, the Coordinating Ministry for Economic Affairs introduced an Urban Program with a pilot project in DKI Jakarta focusing on improving the quality of settlements and providing spaces for the gig economy.
“For this program, we are collaborating with the Ministry of Creative Economy and the DKI Jakarta Provincial Government to provide co-working spaces in Tanah Abang and Blok M,” added Coordinating Minister Airlangga.

Also present at the event were President of KORIKA Hammam Riza, Director General of Digital Ecosystems Edwin Hidayat Abdullah, and Founder/Chairman of the Board of Supervisors of KORIKA Bambang Brodjonegoro.
Meanwhile, Minister of Creative Economy Teuku Riefky was accompanied by Deputy Minister for Digital Creativity of the Ministry of Creative Economy Muhammad Neil El Himam and Director of Emerging Digital Technology of the Ministry of Creative Economy Dandy Yudha Feryawan.
