Jakarta, 24 December 2025 — Minister of Creative Economy / Head of the Creative Economy Agency Teuku Riefky Harsya underscored the need to prepare mechanisms for access to financing through strategic and sustainable collaboration. The Minister emphasized that this effort is crucial to further expand intellectual property protection and market access for the creative industry.

“Indonesia’s creative industry has evolved from a collaboration concept known as the pentahelix into a hexahelix, meaning that collaboration must also involve financial institutions. The Ministry of Creative Economy continues to advocate for Intellectual Property (IP) to be recognized as collateral, although to date it can only serve as supporting collateral rather than a primary guarantee,” said Minister of Creative Economy Teuku Riefky at Autograph Tower, Thamrin Nine, Jakarta, on Wednesday, 24 December 2025, during a meeting with the Director of Development of Produksi Film Negara (PFN), Narliswandi Iwan Piliang.
In addition to highlighting the urgency of hexahelix collaboration to strengthen the creative industry ecosystem, Minister Teuku Riefky also pointed to the limited availability of venture capital and challenges in the commercialization of intellectual property. These two aspects are increasingly essential to supporting a robust ecosystem for creative businesses in Indonesia, particularly in the film subsector.
“Hopefully, in early 2026, we will be able to prepare studies on incentives for priority creative economy subsectors such as film, games, and applications, in order to activate greater investment opportunities,” said the Minister.
Beyond investment incentives in the film sector, several solution initiatives were also proposed, including the establishment of a revolving fund or the Indonesia Creative Content Fund (ICCF), as well as the utilization of existing government programs such as the People’s Business Credit (KUR) initiated by the Coordinating Ministry for Economic Affairs.

“In the past, ICCF was planned as an effort to strengthen a sustainable financing ecosystem for creative economy subsectors. Considering that the challenges of the creative content industry include limited market access and insufficient protection of Intellectual Property Rights, the ICCF initiative was formed as a reference solution for creative content financing,” explained Deputy for Media Creativity Agustini Rahayu.
Following an audience with the President Director of PFN in July 2025 regarding facilitation of distribution access and promotion for the film subsector, today’s meeting focused more on the expectation for PFN to become a National Content Center, serving as a post data center to support the growth of the creative industry across film, animation, games, social media content, applications, and other related fields.
“I once thought about establishing a real venture capital entity for the creative industry so that production processes could further elevate the capabilities of Indonesia’s creative talents. Venture capital is indeed not bankable, as most creative individuals do not possess collateral that meets banking requirements. In the absence of collateral, venture capital assesses the value proposition of the IP being developed,” explained Iwan Piliang.

PFN, which also serves as a facilitator within the national film ecosystem, continues to develop the Indonesia Film Facilitation (IFF). The initiative aims to increase exports, create employment opportunities for the younger generation, and elevate Indonesia’s creative sector to the global stage.
“I am also very pleased to be introduced today to the concept of the ICCF, through which we can support access from external sources so that it can be reflected on the balance sheet in line with Indonesia’s banking ledger funds,” added Iwan Piliang.
Accompanying Minister of Creative Economy Teuku Riefky at the audience were Special Staff to the Minister for Strategic and Inter-Institutional Issues Rian Syaf, Director of Film, Animation, and Video Doni Setiawan, Expert Staff for Digital Communication Ridha Pradana, and Expert Staff for Strategic and Inter-Institutional Issues Gemintang Kejora Mallarangeng.
