Minister of Creative Economy Collaborates with Gekrafs to Strengthen Intellectual Property Ecosystem

Jakarta, 30 April 2026 – The Ministry of Creative Economy / Creative Economy Agency (Ekraf) discussed policy recommendations on Creative Services Valuation and the reformulation of the Standard Input Cost (SBM) based on output and intellectual value with the Central Board of the National Creative Economy Movement (Gekrafs). Minister of Creative Economy, Teuku Riefky Harsya, stated that this step is necessary to establish a more appropriate classification of service procurement in order to protect creative workers from various legal dynamics.

Minister of Creative Economy, Teuku Riefky Harsya, received an audience with the Central Board of the National Creative Economy Movement (Gekrafs) at the Ministry of Creative Economy Office in Jakarta on Thursday (30/4/2026).

“The collaboration between the government and organizations such as Gekrafs is crucial to ensure that every regulation we issue has a positive impact on creative economy players. We want to ensure that creativity is not only appreciated aesthetically but also holds accountable economic value and is legally protected,” said the Minister during the meeting at the Ministry’s office in Jakarta on Thursday (30/4).

The Minister emphasized that the government serves as the frontline in safeguarding the welfare of creative economy industry players. This audience with Gekrafs aims to absorb current issues and aspirations so that the resulting policies are more equitable and enhance the bargaining position of creative professions within the national ecosystem, while ensuring that government policies align with the real needs of practitioners in the field in achieving the vision of Golden Indonesia 2045.

“The government is committed to reformulating the standard input cost to better reflect realities in the creative industry. With strengthened creative economy literacy and a fair valuation system, we can build an ecosystem where the economic rights of creators, such as photographers and videographers, are truly guaranteed through strong regulations,” the Minister added.

The strategic collaboration between Gekrafs and the Ministry of Creative Economy will focus on Intellectual Property (IP) protection, advocacy for the Industrial Design Bill, and the dissemination of legal literacy for creative service practitioners. Through national discussion programs, Gekrafs will develop a practical legal handbook based on field data to establish a standardized legal understanding across regions.

By leveraging Gekrafs’ network, this collaboration is expected to improve the efficiency of the Ministry’s program distribution and strengthen Gekrafs’ position as a strategic partner in advancing the national film and visual ecosystem.

“We are here to ensure that the creative industry has clear national references. Through the reformulation of SBM and the establishment of a valuation team, it is expected that there will be no more uncertainty in determining the value of a work, so that our film and visual ecosystem has a solid legal framework and economic standards,” said Head of Legal Affairs of Gekrafs, Frank Hutapea.

The implementation of the strategic collaboration between the Ministry of Creative Economy and Gekrafs, which has been underway since July 2025, is now focused on strengthening the ecosystem through restructuring the classification of creative services into consultancy services to ensure legal certainty and fairer valuation of works. This effort emphasizes the protection and commercialization of IP as well as IP financing schemes, enabling creative players not only to be protected by regulations but also to have strong access to financing to achieve competitive financial sustainability.
