Minister of Creative Economy Encourages Regional Heads to Establish Creative Economy Offices During Jatinangor Leadership Retreat

Jatinangor, June 24, 2025 – Minister of Creative Economy, Teuku Riefky Harsya, emphasized the importance of establishing Creative Economy Offices at the regional level to strengthen the creative economy ecosystem and generate quality job opportunities. This minister emphasized this point during his briefing at the Leadership Orientation Retreat (Batch II) held at the Institute of Public Administration (Institut Pemerintahan Dalam Negeri/IPDN) in Jatinangor, West Java, on Tuesday, June 24, 2025.

“We must recognize that the creative economy will be a new engine of national economic growth, beginning at the regional level. Moreover, the third point of Asta Cita (the eight key visions outlined by President Prabowo Subianto) explains the government’s commitment to increasing quality job opportunities, promoting entrepreneurship, developing the creative industry, and advancing infrastructure. Therefore, regional heads play a crucial role in uncovering and harnessing the vast creative potential of their respective areas,” said Minister Teuku Riefky.

According to Law No. 24 of 2019, the creative economy is defined as the added value generated from intellectual property based on human creativity, based on cultural heritage, science, and/or technology. Minister Teuku Riefky also emphasized the urgency of establishing creative economy institutions at the regional level to ensure a more focused development of creative economy potential and a strong institutional foundation.

“Guidelines allow these offices to be established as either standalone entities or integrated with existing departments. The key is that these offices must be able to carry out strategic functions in driving the creative economy in their regions,” the Minister asserted.

He further explained that each creative economy subsector has its own challenges and policy direction. This calls for the formation of institutions dedicated to intellectual property development and management, as well as regional-level creative economy agencies, to meet national priority indicators, including increasing the creative economy’s contribution to GDP to 8.0–8.4%.

“The establishment of Creative Economy Offices in the regions is intended to build an integrated creative economy ecosystem, boost regional revenue, and absorb high-quality labor. Beyond that, it allows for more stable policies and targeted planning, contributing to local economic transformation and increasing Regional Gross Domestic Product (RGDP),” Minister Riefky explained.

In alignment with this statement, Minister of Villages and Development of Disadvantaged Regions, Yandri Susanto, emphasized the importance of village development as a key strategy in achieving economic equity and eradicating poverty. He noted that the Ministry of Creative Economy and the Ministry of Villages had previously signed an MoU on inclusive creative economy development across rural areas.

“Through village-based programs such as Export Villages, Tourism Villages, Food Security Villages, Koperasi Merah Putih, and Village-Owned Enterprises (BUMDes), we can empower villages to become strong economic drivers. Building villages means building Indonesia; this is the key to the nation’s future,” said Minister Yandri.

Also present during the session was Deputy Minister of Public Works, Diana Kusumastuti, who presented on regional development and well-being, focusing on social, economic, and environmental aspects. The session was moderated by Yusharto Huntoyungo, Head of the National Policy Strategy Agency (Badan Strategi Kebijakan Dalam Negeri/BSKDN) at the Ministry of Home Affairs, and successfully gathered enthusiastic input from retreat participants.

The Leadership Orientation Retreat (Batch II) is held over five days, from June 22 to 26, 2025, at the IPDN Jatinangor campus. The program aims to strengthen regional governance capacity and align local policies with national development visions. A total of 87 regional heads and deputy heads are participating in this retreat.

Minister Teuku Riefky was accompanied by Secretary of the Ministry of Creative Economy, Dessy Ruhati; Deputy for Strategic Development of Creative Economy, Cecep Rukendi; and Director for Infrastructure Facilitation, Fahmy Akmal. Also present during the session were Deputy Minister of Home Affairs Bima Arya Sugiarto and hundreds of IPDN cadets.
