Kendari, 27 August 2025 – Minister of Creative Economy Teuku Riefky Harsya encouraged regional governments to establish dedicated agencies for the creative economy, noting that only 18 out of 514 regencies and municipalities currently have such organizational units. This appeal was delivered at the National Coordination Meeting (Rakornas) on Regional Legal Products in Kendari as an effort to facilitate investment and accelerate national priority programs.

“For the establishment of Creative Economy Agencies, we must adjust to the potential of each region and their financial conditions. Forming a government institution requires budget and state funding. Therefore, if fiscal capacity and creative potential exist, creating a standalone Creative Economy Agency is welcome. If not, it may be developed gradually by integrating with other agencies,” said the Minister of Creative Economy during the opening session of the National Coordination Meeting themed ‘Regional Legal Products for Investment Facilitation and Strengthening the Asta Cita Agenda’ in Kendari, Wednesday, 27 August 2025.
Minister of Creative Economy Teuku Riefky attended the event as a panel speaker in Kendari, Southeast Sulawesi, at the invitation of Minister of Home Affairs Tito Karnavian. Earlier, the Minister of Home Affairs stated that the central theme of the 2025 Rakornas was to discuss regional legal products that have significant impact on the community.

In line with the investment agenda, the Minister of Home Affairs invited the Minister of Creative Economy so that regional governments may recognize untapped potential in their regions, including through the establishment of Creative Economy Agencies.
The Minister of Creative Economy emphasized the importance of harmonizing regional regulations to support a positive investment climate, enhance the quality of regional legal products, and accelerate the implementation of the President and Vice President’s 2025–2030 Asta Cita national development agenda.
The Ministry of Creative Economy currently implements eight main program clusters aimed at creating quality employment, promoting entrepreneurship, and strengthening the national creative industry.

“To strengthen the direction of creative economy development, the Ministry of Creative Economy has formulated eight program clusters known as ASTA EKRAF. All these programs are expected to elevate creative economic potential starting at the regional level so that it can compete globally,” affirmed the Minister of Creative Economy.
Under Article 18 paragraphs (2), (5), and (6) of the 1945 Constitution, regional governments hold the authority to issue legal products governing regional affairs. This authority is considered essential in simplifying licensing, providing legal certainty, encouraging investment, increasing regional revenue, and strengthening the implementation of national strategic programs.

On this occasion, the Minister reiterated the importance of establishing regional Creative Economy Agencies. Progress has been made since the signing of a Joint Decree with the Minister of Home Affairs. Of 38 provinces, 8 already have established creative economy institutions.
An additional 20 provinces are currently in the process of development. At the regency/municipal level, from a total of 514 regions, 18 have existing creative economy institutions, with 62 others progressing through the establishment process.
“As of 5 June 2025, the formation of creative economy institutions, whether independent or integrated, has shown significant development. Overall, the establishment rate has reached 74% at the provincial level and 15% at the regency/municipal level,” explained the Minister of Creative Economy.

Rakornas 2025 in Kendari was attended by Chairman of the Indonesian Chamber of Commerce and Industry (KADIN) Anindya Bakrie, Director General of Regional Autonomy (Otda) Akmal Malik, several high-ranking officials from ministries and government agencies, governors, mayors, regents, provincial and regency/municipal parliament leaders, and other senior officials from across Indonesia.
The Minister of Creative Economy was accompanied by Secretary to the Minister/Principal Secretary of the Ministry of Creative Economy Dessy Ruhati, Expert Staff to the Minister for Marketing Systems and Infrastructure Septriana Tangkary, and Head of the Human Capital and Organizational Management Bureau Moch.
