Jakarta, 22 September 2025 – Minister of Creative Economy, Teuku Riefky Harsya, expressed support for the gig economy, which is part of the 2025 economic stimulus package consisting of 8 acceleration programs, 4 programs continued into 2026, and 5 flagship government programs for workforce absorption. The gig economy involves short-term project-based work facilitated by digital platforms.

“The creative industry is closely linked to the gig economy ecosystem. Our support spans from idea creation, production, distribution, consumption, to conservation related to intellectual property protection. We also collaborate with other ministries and agencies for basic entrepreneurship training, including partnerships with the Jakarta Provincial Government,” said Minister of Creative Economy Teuku Riefky during a presentation at the Coordinating Ministry for Economic Affairs, Jakarta, at the 2025 Economic Stimulus Package and Workforce Absorption Coordination Meeting led by Coordinating Minister for Economic Affairs, Airlangga Hartarto, on Monday, 22 September 2025.
The Ministry of Creative Economy is involved in one of the 2025 acceleration programs, namely the Urban Program (pilot project in DKI Jakarta), which focuses on improving the quality of settlements and providing platforms for the gig economy. In this program, The Ministry of Creative Economy supports activation of co-working spaces through:
Basic Digital Skills Training for the creative economy subsector (creative stage); for example, through Adobe/Canva training, digital music production training, content creator training, and voice-over training.
Funding/financing access training and facilitation (production stage); for example, training on business proposal preparation and pitching, financial risk mitigation, and business matching.
Market access training (distribution, consumption, and conservation stages); for example, training related to digital platforms, digital marketing, and intellectual property protection.
Basic entrepreneurship training (in collaboration with other ministries/agencies); for example, business model development, financial reporting, and project management.
Minister of Creative Economy Teuku Riefky stated that the current creative economy workforce reaches approximately 26.5 million people, with growth of 1–2.5 million workers over the past five years. More than half, around 52 percent, are young people familiar with digital technology.

This demonstrates the immense potential of the creative economy to absorb labor, including the urban middle-class segment. The Minister of Creative Economy emphasized the role of the Ministry of Creative Economy in supporting national economic targets.
“Our Key Performance Indicators (KPIs) include GDP growth, export value, investment, and employment. This means we are responsible for supporting the President’s programs via the Coordinating Ministry for Economic Affairs, particularly regarding workforce. The growth trend in the first semester is quite positive, and we are optimistic that the targets set by Bappenas in the RPJMN can be achieved with cross-ministry support,” said Minister of Creative Economy Teuku Riefky.
Regarding the locations for co-working space activation and gig economy platforms, Ekraf plans to expand beyond DKI Jakarta to West Java, Central Java, North Sulawesi, South Sulawesi, and Riau Islands, which are also priority locations for creative economy development. Governor of DKI Jakarta, Pramono Anung, highlighted plans to facilitate infrastructure to develop the gig economy in Jakarta.

“With the allocated funds, we will develop placemaking in Glodok, Kota Tua, and Pasar Baru, and revitalize markets across Jakarta. Funds will also facilitate co-working spaces and gig economy workspaces. With these steps, we are optimistic Jakarta will continue to grow and develop,” said Pramono Anung.
The 2025 economic stimulus package includes various strategic programs, such as internships for 20,000 fresh graduates, PPh 21 DTP incentives for tourism and labor-intensive sectors, food and social security assistance for online transport and logistics workers, workers’ housing programs, cash-for-work programs, licensing deregulation, and support for the gig economy.
