Jakarta, 23 January 2026 — The Minister of Creative Economy / Head of the Creative Economy Agency (Ekraf), Teuku Riefky Harsya, delivered strategic direction on the utilization of the 2025 Indonesian Standard Industrial Classification (Klasifikasi Baku Lapangan Usaha Indonesia / KBLI) as a foundational instrument for strengthening governance in the rcreative economy sector. KBLI was reaffirmed as the national standard for business registration and licensing, regulatory frameworks, and economic statistical analysis.
The Minister of Creative Economy, Teuku Riefky Harsya, delivered strategic guidance on the utilization of the 2025 Indonesian Standard Industrial Classification (KBLI) at the Pesona Indonesia Film Building, Jakarta, Friday (23/1/2026).
On the occasion, the Minister emphasized that the use of KBLI must provide clarity in business classification for creative economy actors while simultaneously strengthening the quality of data-driven policy planning.
“KBLI is a critical instrument to ensure that policies, licensing, budgeting, financial planning, and performance measurement in the creative economy sector are based on accurate, standardized, and credible data. We must collectively understand the business processes of creative economy actors so that we can identify how to accelerate the development of each subsector, determine which ministries and institutions intersect in developing the creative economy, and foster future collaboration. KBLI enables the Ministry of Creative Economy to have accurate data so that the resulting Key Performance Indicators (KPIs) are precise in both figures and program design,” said Teuku Riefky during his address at the Pesona Indonesia Film Building, Jakarta, Friday (23/1/2026).
He further added that synchronization of KBLI across subsectors also serves to identify intersections among ministries and institutions, forming the basis for collaborative development of the national creative ecosystem.

“Going forward, when Statistics Indonesia (BPS) releases KPI results for each ministry in the first semester, they are expected to be based on the updated KPIs or the new KBLI. We are collectively working toward the advancement of the creative economy at the beginning of this year by mapping the latest creative economy classifications, so they can support the achievement of targets of the Ministry of Creative Economy / Creative Economy Agency of the Republic of Indonesia,” he continued.
KBLI is compiled by Statistics Indonesia (BPS) and refers to the International Standard Industrial Classification (ISIC) Revision 5. The update to KBLI 2025 was carried out to respond to the dynamics of emerging economic activities, including the development of digital technology, artificial intelligence, factoryless goods producer business models, as well as the growing ecosystem of content creators and digital assets.

In the latest mapping, the scope of KBLI for the creative economy sector increased from 264 codes in KBLI 2020 to 287 codes in KBLI 2025, spanning various subsectors such as culinary, crafts, fashion, performing arts, design, games, applications, film, advertising, television, music, publishing, and photography. This expansion reflects the increasingly diverse landscape of creative economic activities.
The Ministry of Creative Economy targets the integrated utilization of KBLI to strengthen program planning, improve the quality of licensing services, accelerate cross-sector collaboration, and drive creative economy growth that is adaptive to changes in business models and technological developments.
