Minister of Creative Economy Reveals Presidential Directive for Local IP to Go Global and Be Competitive

Jakarta, 13 August 2025 – The Ministry of Creative Economy reaffirms its commitment to positioning intellectual property (IP) as a key pillar for creative economy growth and equitable development across Indonesia. Minister of Creative Economy Teuku Riefky Harsya conveyed President Prabowo Subianto’s directive for local intellectual property to gain global recognition.

“The President has requested that our local IP be recognized globally, becoming increasingly high-quality and competitive. This certainly requires robust IP protection. We need to prepare and strengthen IP certification, not only for domestic purposes but also to continuously enhance access to international markets,” stated Minister of Creative Economy Teuku Riefky at IPXpose, held at the SMESCO Building, Jakarta, on Wednesday, 13 August 2025.

Minister Teuku Riefky explained that the global market is also facing IP-related challenges. To address this, the Ministry of Creative Economy, together with the Ministry of Law and Human Rights, actively participates in WIPO Assemblies in Geneva, Switzerland. WIPO, as the World Intellectual Property Organization, has 194 member countries and aims to safeguard each nation’s IP.

To strengthen this initiative, Minister Teuku Riefky emphasized that WIPO’s presence in Indonesia aims to empower the country to leave its mark on the global creative industry. The Ministry of Creative Economy also signed a memorandum of understanding with WIPO on Tuesday, 12 August 2025.

“Today, the Minister of Law invited WIPO leaders to Indonesia to provide reinforcement so that when our products become more competitive, international markets will also look for new trends. After observing industry trends in America, Japan, India with Bollywood, and South Korea with K-Pop, we believe that the culturally rich and creative Nusantara can also shape the global creative industry,” explained Minister Teuku Riefky.

The Directorate General of Intellectual Property (DGIP) noted that global investment trends have shifted from physical assets to intangible assets such as trademarks, patents, copyrights, and research. Since 2009, investment in intangible assets has surpassed physical assets and continued to grow through 2023, offering Indonesia a major opportunity to build a strong IP ecosystem as an economic driver.

Over the past decade, IP applications in Indonesia have grown at an average of 18.5 percent per year, driven by digitalization of services and strategic policies. In 2024, copyright registrations dominated more than 50 percent of total applications, marking a significant shift from trademarks, which had led for nine consecutive years.

Government programs such as Mobile IP Clinic and One Village One Brand have positioned Indonesia third globally among middle-income countries for residence applicants. Copyright applications surged from 5,973 in 2015 to 178,138 in 2024.

Industrial design applications doubled, with 68.78 percent originating domestically, making Indonesia the fastest-growing country in industrial design globally in 2023. Indonesia’s utility models ranked fourth in the world, following China, Russia, and Germany, with chemistry, food, and pharmaceutical sectors as leading contributors, aligning with significant growth in the pharmaceutical industry.

DGIP emphasized that IP also serves as an instrument for equitable economic development. Geographical indications (GI) such as Gayo coffee, woven fabrics, and nutmeg have boosted regional exports. GI applications increased from 20 in 2015 to 61 in 2024, 96 percent of which originated domestically.

Communal IP data show over 11,000 entries, dominated by genetic resources and traditional cultural expressions. Southeast Sulawesi leads in total IP thanks to proactive regional policies, with universities contributing 55 percent of domestic patents despite ongoing commercialization challenges.

In the past five years, trademark infringements accounted for 55.8 percent of complaints, followed by copyrights at 29.1 percent. Emerging challenges include AI-generated works lacking specific regulations, becoming a focus of the Copyright Law revision.

The Ministry of Creative Economy believes that strong IP protection will enhance national competitiveness while opening equitable economic opportunities from regions to the center. In line with this, Deputy for Strategic Creative Economy Development Cecep Rukendi stated that collaboration between the three ministries has produced an IP-based financing program for business actors.

“Today, we witness DGIP launching a collaborative program for IP-based financing for business actors,” said Cecep.

He added that the Ministry of Creative Economy highly appreciates this initiative, believing it will boost the creative industry as the financing scheme aligns with government regulation mandates.

“We greatly appreciate this noble effort, which aligns with our ongoing work to implement IP-based financing mandated under Government Regulation No. 24 of 2022 effectively, to support business actors in Indonesia and ultimately strengthen the creative economy ecosystem,” explained Cecep.

IPXpose is expected to serve as a strategic platform to assess direction, map opportunities, and formulate concrete steps to strengthen IP, enabling equitable development and making Indonesia’s independence increasingly tangible—not only in terms of quantity but also in its economic impact and national progress, beginning from regional areas.
