Minister of Creative Economy’s Strategy to Make the Creative Economy a Sustainable ‘New Mine’

Jakarta, July 8, 2025 – The Ministry of Creative Economy held a National Coordination Meeting (Rakornas) on Strengthening Regional Creative Economy Institutions and Ecosystems. At the Rakornas, Minister of Creative Economy Teuku Riefky Harsya encouraged more structured creative economy institutions at the regional level through local creative economy offices.

With abundant potential across regions, the creative economy is expected to further strengthen regional economies, making it a new engine of national economic growth while delivering tangible impact to local economic development. According to Minister of Creative Economy Teuku Riefky, when natural resources in a region begin to deplete, the creative economy can serve as a sustainable ‘new mine.’

“When natural wealth runs out, the creative economy emerges as a new mine. Many regions have developed thanks to their strong cultural heritage and community creativity,” said Minister of Creative Economy Teuku Riefky in his remarks at the Rakornas, held at Thamrin Nine Ballroom, Jakarta, on Tuesday, July 8, 2025.

Minister of Creative Economy Teuku Riefky also emphasized that Indonesia possesses cultural wealth with immense potential to be developed into a global economic power. For this reason, there needs to be a distinction in approach between ministries handling culture as the upstream sector and the Ministry of Creative Economy as the downstream sector.

As a follow-up and to strengthen the hexahelix collaboration, Minister of Creative Economy, Teuku Riefky, signed Memorandums of Understanding with BPJS Ketenagakerjaan, the Istiqlal Mosque Management Agency, and PT Bank Mandiri (Persero) Tbk. The signing was carried out by Minister of Creative Economy Teuku Riefky Harsya together with President Director of BPJS Ketenagakerjaan Parmudya, Iriawan Buntaro, and Senior Executive Vice President for Institutional Relations PT Bank Mandiri (Persero) Tbk, Dadang Ramadhan P.

The MoU of the Minister of Creative Economy with BPJS Employment focuses on social security for creative economy talents in regions, most of whom operate in the informal sector. The MoU with Bank Mandiri addresses financing support through credit schemes for creative economy workers, while the MoU with the Istiqlal Mosque Management Agency covers data utilization, synergy, support for thematic activities, as well as the development and capacity building of creative economy human resources.

These MoU's represent the Ministry of Creative Economy’s effort to inject support for regions in advancing their creative economy talents. At the national level, Minister of Creative Economy, Teuku Riefky, had already taken concrete steps by signing a Joint Decree (SKB) between the Ministry of Creative Economy and the Ministry of Home Affairs on December 10, 2024. The decree provides a legal framework guiding regions in establishing creative economy institutions, either by integrating them into existing agencies in the short term or by forming independent creative economy offices as a long-term goal.

Minister of Creative Economy, Teuku Riefky, also believes that Indonesia has a great opportunity to create a global phenomenon like the ‘Korean Wave’ through strengthened narratives and distinctive creative products. He noted that establishing regional creative economy offices is a strategic step in building locally based creative business ecosystems capable of creating new entrepreneurs.

“The Ministry of Creative Economy manages the downstream sector, transforming stories and culture into economically valuable products. The main role of regional Creative Economy Offices is to support creative economy talents and foster new entrepreneurs. They need guidance, not just one-way programs,” said Minister of Creative Economy Teuku Riefky.

Since the signing of the MoU with the Ministry of Home Affairs and other technical ministries, the establishment of Creative Economy Offices has shown continued progress. By mid-2025, a total of 19 provinces and 56 regencies/cities had established dedicated creative economy offices.

“The national creative economy orchestra will become a beautiful symphony when played with enthusiasm that stems from the regions. Let us view this as a strategic investment for the future, for job opportunities, cultural preservation, and the creation of works that bring pride as well as prosperity. Our target is that by the end of the year, 78 percent of provinces will have Creative Economy Offices. Although only 15 percent of districts/municipalities have them so far, this is a positive starting process to strengthen creative economy institutions at the regional level,” said Minister of Creative Economy Teuku Riefky.

Through this Rakornas, the Ministry of Creative Economy aims to strengthen interregional coordination and position the creative economy as a new engine of growth that is inclusive, sustainable, and rooted in regional potential.

At the Rakornas, Minister of Creative Economy Teuku Riefky was accompanied by Secretary of the Ministry/Head of Secretary Dessy Ruhati, Deputy for Strategic Creative Economy Development Cecep Rukendi, Deputy for Digital Creativity and Technology Muhammad Niel El Himam, Senior Advisor for Research, Education, and Institutional Relations Dian Permanasari, Senior Advisor for Marketing and Infrastructure Septriana Tangkary, Director for Marketing System Development and Institutional Relations Radi Manggala, and Director for Infrastructure Facilitation Fahmy Akmal.

Also present were the President Director of BPJS Employment Pramudya Iriawan Buntaro, Senior Executive Vice President for Institutional Relations PT Bank Mandiri (Persero) Tbk Dadang Ramadhan P, regional heads and their representatives, regional secretaries, and heads of organizational and administrative bureaus from across Indonesia.
