Jakarta, 17 November 2025 — The Ministry of Creative Economy/Creative Economy Agency is committed to expanding financing access for creative industry actors through an Intellectual Property (IP)-based People’s Business Credit (KUR) scheme. Minister of Creative Economy/Head of Creative Economy Agency Teuku Riefky Harsya emphasized that accelerating IP-based financing policies is an urgent necessity for the national creative industry.

“Intellectual property is a high-value economic asset. Until now, there has been no financial instrument fully recognizing IP rights as collateral, while the number of creative economy actors has reached 26.5 million and requires stronger access to financing,” said Minister of Creative Economy Teuku Riefky during the Coordination Meeting of the KUR Policy Committee at the Ali Wardhana Building, Jakarta, on Monday, 17 November 2025.
This scheme is considered crucial to address the limitations of financial instruments, which have yet to fully acknowledge the economic value of IP as a basis for financing. Minister Riefky added that regulations must align with financing practices to provide equal opportunities for creative actors to grow their businesses.
Currently, IP-based financing practices have begun to be applied in several banks and non-bank financial institutions, primarily through contract financing schemes. However, utilization remains suboptimal due to limited technical guidelines and insufficient capacity of financial institutions to assess IP assets.
The Ministry of Creative Economy sees the need to accelerate supporting instruments, including certification, fiduciary registration, and standardization of IP valuation. Minister Riefky highlighted several challenges faced by creators, from the dominance of foreign funding and limited alternative financing, to financial institutions’ reluctance to recognize IP as collateral.

Therefore, the Ministry of Creative Economy is pushing for the accelerated implementation of Ministerial Regulation No. 6 of 2025 on Intellectual Property Valuation. The Ministry is also collaborating with the Coordinating Ministry for Economic Affairs, OJK, MAPPI, and financial institutions to ensure the availability of competent IP appraisers.
“The government is preparing recommendations to accelerate IP-based financing, including incorporating IP requirements into KUR policies and providing incentives for creative SMEs with certified IP. Incentives such as interest subsidies, grace periods, and extended tenors will create greater growth opportunities for creative actors, especially those with high-potential, economically valuable works,” said Minister Riefky.
The Ministry also proposed a KUR scheme specifically for creators working on job orders from IP owners, as exemplified in collaborations within the animation and film industries. This model opens broader opportunities for the film, animation, video, gaming, music, and digital content subsectors to access more inclusive working capital, as part of the government’s broader strategy to drive the creative economy as a new engine of national growth.

“This scheme is effective because it positions IP as the primary collateral, while assured demand (off-taker) provides confidence for KUR providers. We propose that IP be included in the revised Coordinating Ministerial Regulation No. 12 of 2025, not only as supplementary collateral but as main collateral, supported by incentives such as interest subsidies, grace periods, and extended repayment terms. To ensure more inclusive financing for the creative sector, we recommend the establishment of a dedicated Ekraf KUR scheme from 2026 to ensure more targeted and effective distribution,” emphasized Minister Riefky.
The meeting was attended by Coordinating Minister for Economic Affairs Airlangga Hartarto, as well as several ministers/deputy ministers of the Merah Putih Cabinet and heads of institutions/agencies.
Minister Riefky was accompanied by Deputy for Strategic Development of the Creative Economy Cecep Rukendi, Director of Strategic Studies and Management Agus Syarip Hidayat, Director of Access, Financing, and Investment Development Anggara Hayun Anujuprana, and Special Staff for Strategic and Inter-Institutional Issues Rian Firmansyah.
