Ministry of Creative Economy and ICCN Apply Hexahelix Approach to Develop Creative Cities Across Indonesia

Padang, August 8, 2025 – The Ministry of Creative Economy and the Indonesia Creative Cities Network (ICCN) are strengthening collaboration through a hexahelix approach to identify and develop potential creative cities across Indonesia. This initiative aims to drive growth in creative economy-based industries while supporting President Prabowo Subianto’s vision to create high-quality job opportunities.

“Mapping Indonesia’s creative economy is crucial. The Ministry of Creative Economy will collaborate with Statistics Indonesia (BPS) in the upcoming national economic census to gain a clearer understanding of the strengths of the creative economy, not only at the national level but also in every regency,” said Minister of Creative Economy Teuku Riefky Harsya during the ICCN National Coordination Meeting (Rakornas) collaboration session at The ZHM Premiere Hotel, Padang, on Friday, August 8, 2025.

ICCN Rakornas 2025 marks an important milestone in developing Indonesia’s creative economy from the regional level. With abundant potential across regions, the creative economy has become a new engine of national economic growth that invigorates local development.

According to the Minister, mapping potential creative cities is essential to identify, develop, and and optimally sustainably utilize resources.

“Mapping a city’s creative potential will uncover the mines of creativity that exist in each region. From there, continuous collaboration with regional governments can be established to design more targeted programs, especially in developing creative industries that begin at the regional level,” said Minister Teuku Riefky.

The Minister further emphasized that sustainable economic growth opportunities can serve as a strategic path to empower creative economy players. Therefore, the hexahelix collaboration approach will help identify the most promising creative economy subsectors as the core strengths of each creative city or region.

“In President Prabowo’s Asta Cita, the third point states that the creative economy must be promoted to open up quality job opportunities, encourage entrepreneurship, and develop creative industries. It is not impossible that Indonesia’s creative industry will become a powerful engine, not only at the national level but also in entering the global market. The hexahelix approach in developing the creative industry will help address various challenges and bring forth potential creative cities across Indonesia. ICCN will, of course, also play a role in supporting future data strengthening,” said the Minister of Creative Economy.

In line with this statement, the Presidential Special Envoy for Youth and Arts Development, Raffi Ahmad, who attended virtually, stated that developing Indonesia’s creative economy requires stronger cross-sector synergy to implement policies that expand quality job opportunities.

“I appreciate ICCN’s consistency in maintaining a community-based creative ecosystem. This creative network connects cities and regencies across the country. I have always collaborated with ICCN because Indonesia has extraordinary potential to become a global creative powerhouse, with more than 20 million creative workers,” said Raffi Ahmad.

ICCN Rakornas 2025 serves as a cross-community and cross-committee forum for the creative economy ecosystem to navigate the development of the Creative Regency and City Index, craft narratives and communication strategies for creative hubs, strengthen city branding, host community festivals, and establish creative economy aggregators—all of which reinforce connections toward a creative and culturally rich Indonesia.

“Together with the Ministry of Creative Economy, we aim to highlight objective data as the foundation for effective creative economy policymaking. Identifying cities with strong creative potential for further development is also essential. The Ministry of Creative Economy plays a key role in strengthening Indonesia’s creative ecosystem,” said TB Fiki Satari, Chairman of ICCN and moderator of the discussion session.

ICCN Rakornas 2025 is held over five days, from August 6 to 10, 2025. In addition to panel discussions involving various stakeholders, participants will also join city tours to visit creative hubs throughout Padang. The goal is to gather insights, unite energy, and sharpen ideas that can be directly implemented to develop the creative economy in their respective regions.

As a follow-up to the March 21, 2025 meeting on hexahelix strengthening, Secretary of the Ministry of Creative Economy Dessy Ruhati signed a Memorandum of Understanding (MoU) with ICCN on creative economy development. This was followed by an MoU between ICCN and representatives from Singhasari Special Economic Zone (SEZ) to enhance cooperation in education, culture, and creative economy development.

The Ministry of Creative Economy continues to pursue hexahelix collaborations with communities and associations, including ICCN, as well as businesses, academics, financial institutions, and other government ministries and agencies, to establish strong networks supporting 17 creative economy subsectors that promote equitable development and tangible independence.

Accompanying the Minister were Secretary of the Ministry of Creative Economy, Dessy Ruhati; Deputy for Strategic Creative Economy Development, Cecep Rukendi; Special Staff to the Minister for Strategic and Interagency Issues, Rian Syaf; Expert Staff to the Minister for Marketing Systems and Infrastructure, Septriana Tangkary; and Director of Infrastructure Facilitation, Fahmy Akmal. Also present were Deputy Regent of Cianjur, Abi Ramzi; Deputy Mayor of Padang, Maigus Nasir; Mayor of Pariaman, Yota Balad; Regent of Tanah Datar, Eka Putra; Mayor of Payakumbuh, Zulmaeta; and creative economy community networks from across Indonesia.
