Ministry of Creative Economy and LKPP Sign MoU to Support Creative Economy Practitioners through a Digital Procurement System

Jakarta, 22 September 2025 – The Ministry of Creative Economy / Creative Economy Agency (Ministry of Creative Economy) is strengthening government support for creative economy practitioners through the goods and services procurement system. This cooperation was initiated through the signing of a memorandum of understanding between the Ministry of Creative Economy and the National Public Procurement Agency (LKPP).

Menteri Ekonomi Kreatif, Teuku Riefky Harsya, bersama Kepala Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP), Sarah Sadiqa, menandatangani Memorandum of Understanding (MoU) di Auditorium Gedung Film Pesona Indonesia, Jakarta, Senin (22/09/2025).

Minister of Creative Economy Teuku Riefky Harsya and Head of LKPP Sarah Sadiqa signed the Memorandum of Understanding (MoU) at the Auditorium of Gedung Film Pesona Indonesia, Jakarta, on Monday, 22 September 2025. This initiative reflects a strategic synergy aimed at expanding market opportunities for the creative economy, improving the quality of government spending, and supporting national economic growth.

“The signing of this agreement is a tangible manifestation of synergy and collaboration between the Ministry of Creative Economy and LKPP, involving the government sector, procurement administrators, and, of course, creative economy practitioners across Indonesia. This memorandum represents a shared commitment to ensuring that the procurement of goods and services is carried out in a transparent, accountable, and well-targeted manner, so that every rupiah of state expenditure delivers the greatest possible benefit to the public and supports the growth of the creative economy ecosystem,” said Minister of Creative Economy Teuku Riefky in his remarks.

“This cooperation also strengthens the implementation of the money follow program principle, ensuring that government spending aligns with national development priorities, including programs that support the development of strategic and competitive creative economy subsectors,” he added.

Minister of Creative Economy Teuku Riefky expressed hope that the signing of this MoU would integrate creative economy products into government procurement, with a focus on expanding access to the government market for local creative products through digitalization and electronic catalogs. According to him, this understanding is important as a form of digital transformation that facilitates access and ensures the sustainability of creative products.

“The creative economy has become the new engine of national economic growth, the new engine of growth, which begins at the regional level, as creative economy practitioners are spread throughout Indonesia. With even minimal intervention, they can achieve strong competitiveness, including the ability to be included in LKPP’s procurement listings,” said Minister of Creative Economy Teuku Riefky.

“This memorandum also underscores the importance of digitalizing procurement processes and utilizing electronic catalogs to ease access, expand reach, and ensure that local creative products have sustainable markets. The MoU we signed today is also directly aligned with several programs such as Ekraf Data, Ekraf Bijak, Sinergi Ekraf, Pasar Ekraf, and Ekraf Kaya,” he continued.

As background, LKPP plays a role in opening market access through e-catalogs and transparent procurement mechanisms, while the Ministry of Creative Economy encourages enhanced competitiveness and marketing of creative products. The synergy in creative economy development through this MoU serves as a key instrument and foundational platform to advance a competitive, sustainable creative economy agenda that improves the welfare of the Indonesian people.

“If Indonesia is to progress and move faster, the strategy and key lie precisely in the creative economy. We will strongly support the programs of the Ministry of Creative Economy that emphasize capacity building for practitioners, expansion of market access, and strengthening of the supporting ecosystem. Through government procurement, we hope creative economy products will gain broader access to enter and grow, so that government spending not only fulfills state needs but also generates a multiplier effect for the national economy,” said Sarah Sadiqa.

In detail, the scope of the MoU between the Ministry of Creative Economy and LKPP includes:

1. Formulation of Government Goods and Services Procurement policies, particularly for creative economy products;
2. Utilization of facilities and infrastructure in support of creative economy development and the implementation of goods and services procurement;
3. Provision, utilization, and exchange of data and/or information in accordance with prevailing laws and regulations;
4. Institutional development and enhancement of human resource competencies;
5. Implementation of socialization, consultation, advocacy, assistance, and technical guidance in the field of Government Goods and Services Procurement; and
6. Other cooperation or activities that mutually support the duties and functions of each party.

In addition to the MoU agenda, the event continued with a Goods and Services Procurement Communication Forum for the consolidation of Presidential Regulation Number 46 of 2025 on Government Goods and Services Procurement and the socialization of Electronic Catalog version 6. The forum serves as a platform for dialogue and the sharing of best practices, fostering a common understanding and governance standards that support transparency and the achievement of government spending objectives.

Those present to witness the signing of the MoU included LKPP Secretary General Iwan Herniwan; Deputy for Digital Procurement Transformation Patria Susantosa; Deputy for Human Resource Development and Capacity Building Suharti; Deputy for Legal Affairs and Objection Resolution Setya Budi Arijanta; and Head of the Bureau of Public Relations and General Affairs Hermawan.

Accompanying Minister of Creative Economy Teuku Riefky at the MoU signing were Secretary of the Ministry of Creative Economy / Secretary General Dessy Ruhati; Expert Staff for Funding and Financing Restog Krisna Kusuma; Director of Marketing System Development and Institutional Relations Radi Manggala; Director of Visual Arts and Performing Arts Dadam Mahdar; Director of Music Muhammad Amin; along with other structural officials of the Ministry of Creative Economy.
