Ministry of Creative Economy and OJK Prepare Token-Based Financing Solutions for the Creative Industry

Jakarta, March 18, 2025 – The Ministry of Creative Economy in collaboration with the Financial Services Authority (OJK) has discussed funding solutions and monetization of intellectual property (IP) rights through token-based digital technology or tokenization. This upcoming collaboration is expected to provide alternative financing options for creative economy practitioners.

The discussion took place at Menara Merdeka, Jakarta, during a meeting between the Minister of Creative Economy Teuku Riefky Harsya and OJK officials. The collaboration is not only expected to serve as an alternative financing avenue but is also aimed at expanding global market access and enhancing the competitiveness of Indonesia's creative industries.

"We want to ensure that creators have the opportunity to leverage blockchain technology to increase the economic value of their works. With a stronger ecosystem, the national creative industry can compete in the global market and have a positive impact on Indonesia’s economic growth," said Minister of Creative Economy Riefky during the meeting on Tuesday, March 18, 2025.

Additionally, Minister of Creative Economy Riefky mentioned the organization of a hackathon program aimed at identifying young talents in the digital field and creating quality job opportunities for the youth in blockchain technology. He also highlighted the Ministry of Creative Economy success in connecting various stakeholders, including state-owned enterprises (SOEs) and the private sector, with local IP owners, which could be a strategic step in building a sustainable creative economy ecosystem.

As a tangible outcome of this collaboration, Ministry of Creative Economy and OJK have developed a tokenization program consisting of five main stages:

  1. Participant Selection

  2. Mentoring and Capability Building

  3. Matchmaking and Pitching Session

  4. Deal Closing Support, and

  5. Regulatory Sandbox

This program is designed to create an ecosystem that supports the growth of IP-based creative industries while attracting investors to the sector.

Meanwhile, Hasan Fawzi, Head of the Financial Technology, Digital Financial Assets, and Crypto Assets Supervisory Executive at OJK, expressed his enthusiasm for the collaboration. He hopes that this partnership will be implemented soon as a joint effort.

"This cooperation helps provide solutions for creative industry players to gain broader access to new funding sources, which is expected to contribute to achieving the national growth target of 8%," said Hasan.

Minister of Creative Economy Riefky also emphasized that the collaboration with OJK is a step forward in supporting creative industry financing. He further stressed that the digitization of IP through tokenization not only opens up new funding access but also enhances transparency and accountability in monetizing creative assets.

The meeting was also attended by Djoko Kurnijanto, Head of the Department of Financial Technology Regulation and Licensing, Digital Financial Assets, and Crypto Assets (IAKD) at OJK. From Ministry of Creative Economy, attendees included Deputy for Strategic Development of Creative Economy Cecep Rukendi, Deputy for Digital Creativity and Technology Muhammad Neil El Himam, Expert Staff for Funding and Financing Restog Krisna Kusuma, Director of Gim Luat S.P. Sihombing, Director of New Digital Technologies Dandy Yudha Feryawan, and Director of Access to Funding, Financing, and Investment Development Anggara Hayun Anujuprana.

The Ministry of Creative Economy is one of the newly established ministries initiated by President Prabowo Subianto and Vice President Gibran Rakabuming Raka. Under the leadership of Minister Teuku Riefky Harsya, the Ministry of Creative Economy aims to create 27 million jobs over the next five years by engaging the younger generation to create high-quality jobs in the creative industry sector.

With the support of Irene Umar as the Deputy Minister of Creative Economy, Minister of Creative Economy Riefky is promoting the exploration of 17 creative economy subsectors to achieve the government’s vision and mission, particularly in line with Asta Cita No. 3: increasing quality jobs, fostering entrepreneurship, developing the creative industry, and continuing infrastructure development. Through the strengthening of the ecosystem in a hexahalix model, Ministry of Creative Economy aims to become "the new engine of growth" for Indonesia’s national economy, starting from the regions.
