Jakarta, 13 April, 2026 – Minister of Creative Economy / Head of the Creative Economy Agency (Ekraf), Teuku Riefky Harsya, received an Academic Paper on the Reconstruction of Income Tax (PPh) Policy on authors’ royalties, along with a draft Government Regulation (RPP) prepared by PolTax UI. This academic paper represents a strategic step in strengthening the publishing subsector ecosystem, particularly in formulating policies that are more adaptive to the needs of intellectual property-based creative economy actors, in line with the national vision outlined in the Asta Cita of President Prabowo Subianto.
Minister of Creative Economy, Teuku Riefky Harsya, received the delegation and the official submission of the Academic Paper and draft Government Regulation from PolTax at the Ministry’s office in Jakarta on Monday (April 13, 2026).
“The presence of this academic paper is part of our efforts to map existing challenges while formulating policy solutions that are more supportive of creative economy actors, particularly in the publishing subsector. At the same time, this aligns with the President’s Asta Cita agenda, which includes providing incentives for the book industry by eliminating VAT on all types of books and implementing a final tax scheme on book royalties,” said the Minister.
The meeting and submission follow up on a prior consignment meeting on the preparation of the draft regulation held on February 6, 2026. The Minister emphasized that the initiative aligns with the government’s broader efforts to identify key challenges in the creative sector, particularly in regulatory and financing aspects.

Furthermore, he highlighted the importance of a hexahelix approach in strengthening the publishing sector to enhance its economic contribution while improving the welfare of writers and industry players.
“Collaboration with academics, associations, and other stakeholders is key to strengthening an intellectual property-based ecosystem,” he added.
Chair of the PolTax Cluster, Haula Rosdiana, stated that the policy reconstruction aligns with national development priorities.
“This study supports the government in implementing Asta Cita, particularly point 35. From our perspective, this reflects a supply-side approach, where the state provides accessible and affordable certainty, with significant long-term benefits,” she explained.

She also noted that the publishing subsector has a significant multiplier effect within the creative economy ecosystem, thus requiring policies that enhance trust and strengthen synergy between the government and literacy stakeholders.
Through this initiative, the Ministry of Creative Economy aims to promote the development of more inclusive, adaptive, and sustainable policies, while reinforcing the publishing subsector as a key pillar of Indonesia’s creative economy.
