Jakarta, April 30, 2025 – The Ministry of Creative Economy attended a Working Meeting with Commission VII of the House of Representatives of the Republic of Indonesia (DPR RI) at the DPR/MPR Building, Jakarta, Wednesday, April 30, 2025. The meeting addressed various issues, particularly the provision of access to funding, financing, and investment for creative economy players.

This working meeting followed up on previous sessions held on February 13 and March 19, 2025, resulting in several initiatives focusing on community and youth engagement, the preparation of the Creative Economy Master Plan (RINDEKRAF) 2026–2045, support for creative entrepreneurs, strengthening cross-sector collaboration, and the development of the creative economy endowment fund scheme.
Minister of Creative Economy Teuku Riefky Harsya highlighted several key challenges, including the underdeveloped financing schemes based on intellectual property, limited financial literacy, as well as the lack of special incentives and investment access for creative actors.
“Many creative economy players are not bankable because their assets are intangible. Therefore, intellectual property-based financing needs to be further developed,” said Minister of Creative Economy Teuku Riefky.
Strategic efforts that have been undertaken by the Ministry include coordination with the Coordinating Ministry for Economic Affairs regarding the allocation of Creative Economy People’s Business Credit (KUR Ekraf), collaboration with the Financial Services Authority (OJK) and the Indonesian Society of Appraisers (MAPPI) on intellectual property valuation, as well as the development of innovative financing schemes through new payment models for subsectors such as games, film, music, and animation.
In addition, the Ministry of Creative Economy continues to explore investment collaborations with international partners, including Google, Microsoft, Netflix, and foreign government representatives, to boost the creative industry ecosystem within Special Economic Zones (SEZs) such as Singhasari, ETKI Banten, and Nongsa Batam.

Minister of Creative Economy Teuku Riefky also conveyed that the Ministry is pursuing the establishment of a Creative Economy Endowment Fund as part of its efforts to strengthen sustainable financing ecosystems in the creative economy sector. Several concrete steps have already been taken. On June 6, 2024, the Ministry submitted a study on the Indonesia Creative Content Fund (ICCF) financing scheme to the Director General of Treasury.
“This study outlines the concept design, operational mechanisms, and potential benefits of ICCF as one of the long-term financing instruments to support the growth of the creative economy sector, which could become a new engine of national economic growth,” said Minister of Creative Economy Teuku Riefky.
Minister of Creative Economy Teuku Riefky emphasized that the Ministry has proposed for ICCF to be allocated within the 2025 Additional Budget (ABT). This proposal is expected to serve as the initial step in establishing the Creative Economy Endowment Fund, which will later be focused on supporting strategic programs such as facilitating access to funding, financing, and investment.
“Through this effort, it is expected that the creative economy sector will have funding resources that are more independent, sustainable, and adaptive to global dynamics,” said Minister of Creative Economy Teuku Riefky.
Minister of Creative Economy Teuku Riefky also expressed his hope that the DPR would support the development of the creative economy by enacting investment-friendly regulations and streamlining overlapping licensing procedures.
“In addition to the additional budget support that we previously submitted, we also hope for the support of Commission VII members in collaborating with institutions that play a strategic role in strengthening the creative economy ecosystem,” said Minister of Creative Economy Teuku Riefky to the legislators.
Chairing the meeting, Deputy Chairperson of Commission VII DPR RI Rahayu Saraswati Djojohadikusumo encouraged the strengthening of creative financing under Rp100 million without collateral, tax incentives for creative industries, and strategies to position subsectors such as games as economic drivers equivalent to the oil and gas sector.

In conclusion, Commission VII DPR RI accepted the Ministry’s explanations and encouraged the acceleration of financing, funding, and investment policies that are favorable to creative economy players.
Present at the meeting were Chairperson of Commission VII DPR RI Saleh Partaonan Daulay, Deputy Chairpersons Evita Nursanty and Lamhot Sinaga, as well as other members of Commission VII DPR RI.
Accompanying the Minister were Deputy Minister of Creative Economy Irene Umar, echelon I and II officials, as well as expert staff and special staff of the Ministry of Creative Economy.
