Jakarta, 30 September 2025 – The Ministry of Creative Economy has begun drafting a masterplan to position the creative economy as a new engine of growth toward Golden Indonesia 2045. The draft Presidential Regulation (RPerpres) on the Creative Economy Masterplan (Rindekraf) 2026–2045, designed with a people-centered approach, will focus on empowering human resources, strengthening creative enterprises, and promoting equitable development of creative ecosystems across regions.

The drafting meeting of the RPerpres Rindekraf was held at The Westin, Jakarta, Tuesday, 30 September 2025. The Rindekraf is expected to serve as a national guideline for creative economy development in accordance with Law No. 24 of 2019 on Creative Economy, with a twenty-year timeframe and review every five years.
Previously, the 2018–2025 Rindekraf was regulated under Presidential Regulation No. 142 of 2018, formulated before the enactment of the Law, necessitating alignment of policies, strategies, and synchronization with RPJPN, RPJMN, as well as adjustments to the new cabinet structure.
Secretary of the Ministry of Creative Economy, Dessy Ruhati, explained that following the President’s approval letter for initiating the drafting of the RPerpres Rindekraf 2026–2045, the drafting must be completed within the current year. She emphasized that relevant ministries and institutions, especially those joining the Inter-Ministerial/Non-Ministerial Government Committee (PAK), must synchronize their inputs in drafting the RPerpres.

“The 2026–2045 Creative Economy Masterplan is not only owned by the Ministry of Creative Economy/Creative Economy Agency, but by all of us, because the creative economy ecosystem includes all of us. Therefore, its drafting cannot be one-directional, but must incorporate input from all parties, including all relevant ministries and institutions,” said Dessy.
The meeting was attended by representatives from ministries and agencies involved in drafting the RPerpres, including State Secretariat (Kemensetneg), Ministry of National Development Planning/Bappenas (KemenPPN/Bappenas), Ministry of Home Affairs (Kemendagri), National Research and Innovation Agency (BRIN), Statistics Indonesia (BPS), and other relevant agencies, both offline and online.

Director of Strategic Studies and Management, Agus Syarip Hidayat, emphasized that the 2026–2045 Rindekraf is drafted with a people-centered approach, placing creative economy actors as the primary subjects of development. The strategies focus on strengthening human resources, creative economy units, and promoting equitable ecosystem development across regions, aligning with Indonesia’s demographic potential.
“Our Rindekraf includes three mission achievement strategies. First, empowering creative human resources through research, education, facilitation of intellectual property from creation to commercialization, and protection of creativity. Second, strengthening competitive creative economy enterprises for sustainable growth. Third, positioning the creative economy as a new engine of growth starting from regions through the SPARK approach (Strengthen, Promote, Amplify, Remarkable),” Agus explained.

Meanwhile, State Secretariat representative Andri Hananto (Legal Analyst) emphasized that all planning regulations must serve as guidelines integrated into national development plans within the RPJMN ecosystem. Rindekraf should provide strategic guidance for ministries and agencies to formulate action plans to achieve creative economy contribution targets.
“Rindekraf should not merely compile existing ministry/agency activities from their strategic plans. It must be a policy reference for all. We also see the need to refine action plan arrangements, especially in the initial stage, to ensure a structured progression toward 2045. This way, the action plans divided into four phases can align with RPJMN, evaluations, and development achievements in each period,” Andri said.

During the discussion of the RPerpres Rindekraf draft, the Ministry of Creative Economy received input on terminology for the creative industries, synchronization between central and regional governments, review periods, delegation of technical provisions, coordination team composition, and more.
These inputs are crucial for refining the RPerpres Rindekraf 2026–2045 to ensure it is comprehensive, applicable, and aligned with national and regional development needs. With cross-ministry and agency collaboration, the Rindekraf is expected to serve as a strategic guideline to strengthen the creative economy ecosystem, promote equity, enhance competitiveness, and significantly contribute to economic growth toward Golden Indonesia 2045.
