Jakarta, 19 November 2025 — The Deputy Minister of Creative Economy/Deputy Head of the Creative Economy Agency, Irene Umar, received a delegation from PT Lisensi Karya Impian (Victory Licensing), the Indonesian representative agency of Toei Animation. Toei Animation is a major Japanese entertainment studio focused on film, anime, drama production and distribution, as well as game development.

“Indonesia has tremendous potential to become the new engine of growth. International collaboration provides opportunities for our creators to broaden their horizons, enhance technical competencies, and introduce Indonesian cultural characters to the global stage. The Ministry of Creative Economy acts as a bridge to ensure these opportunities are widely accessible,” said Deputy Minister Irene Umar during the meeting at Autograph Tower, Jakarta on 19 November 2025.
The meeting explored opportunities for developing Indonesian intellectual property (IP) through international collaboration. This strategic initiative aims to open broader access for local creators to global markets, including potential partnerships with Toei Animation.
Deputy Minister Irene emphasized that cross-border collaboration is a key element in strengthening the competitiveness of Indonesia’s creative industry. The discussion with Victory Licensing marks a serious effort by the government to connect local IP with a more established global production ecosystem.

She further highlighted the importance of incorporating Indonesian cultural characters—from batik and traditional textiles to archipelagic narrative traditions—as a primary differentiator in IP development. Cultural strength becomes increasingly relevant when combined with globally standardized production processes.
“We aim for Indonesian IP to grow with a strong cultural foundation while presented through a modern approach. The creativity of our youth will be far more competitive when cultural identity is combined with world-class production quality,” she added.
Victory Licensing CEO Yudi Tukiaty appreciated the dialogue facilitated by the Ministry of Creative Economy, noting the growing potential for collaboration between Indonesian creators and Japanese studios, particularly in the form of creator exchanges, knowledge transfer, and co-development of content.

“Deputy Minister Irene is highly supportive and understands the dynamics of the creative industry. We see significant opportunities for Indonesian IP to enter the Japanese market through collaborations with Toei and other creative ecosystems. We hope Indonesian creators’ works can be enjoyed in both countries simultaneously,” Yudi stated.
Victory Licensing is currently mapping Indonesian IPs with strong character, narrative, and cultural value for further development. The collaboration is expected to enable Indonesian creators to be directly involved in story writing, character design, and audiovisual production alongside international studios.
The agency also outlined potential initiatives with Toei, including projects leveraging advanced production technologies such as XR and virtual production, as well as co-production models that allow for joint content development. This approach is anticipated to enhance the competencies of Indonesian creators while elevating the quality of national IP portfolios.

The Ministry of Creative Economy views this collaboration as part of a long-term strategy to strengthen Indonesia’s IP ecosystem in preparation for Golden Indonesia 2045. By expanding market access, increasing creator capacity, and fostering cross-border partnerships, Indonesia asserts its position as an emerging power in Asia’s IP industry.
The meeting was also attended by Luat Sihombing, Director of Games at the Ministry of Creative Economy, and Kazusama Inoue, Licensing Manager.
