Ministry of Creative Economy Launches Gig Economy Training and AI Challenge for Gen Z in Jakarta

Jakarta, 18 December 2025 — Minister of Creative Economy / Head of the Creative Economy Agency, Teuku Riefky Harsya, together with Governor of DKI Jakarta Pramono Anung and Coordinating Minister for Economic Affairs Airlangga Hartarto, officially launched the Gig Economy Training for Gen Z and the AI Open Innovation Challenge at Jakarta Creative Hub. This program serves as a concrete follow-up to the national economic stimulus package, with DKI Jakarta designated as a pilot project to strengthen the gig economy ecosystem and expand access to employment opportunities for young people.

Menteri Ekonomi Kreatif/Kepala Badan Ekonomi Kreatif (Ekraf) Teuku Riefky Harsya bersama Gubernur DKI Jakarta Pramono Anung dan Menteri Koordinator Bidang Perekonomian Airlangga Hartanto meluncurkan Pelatihan Gig Economy bagi Gen Z dan AI Open Innovation Challenge di Jakarta Creative Hub, Jakarta, Kamis (18/12/2025).

“This program serves as a pilot project, and we are ready to collaborate with the DKI Jakarta Provincial Government to ensure the sustainability of gig economy training. The gig economy opens up job opportunities for Generation Z through the utilization of digital platforms, while also encouraging income growth,” said Minister of Creative Economy Teuku Riefky on Thursday, 18 December 2025.

The DKI Jakarta pilot project is one of eight acceleration programs under the 2025 Economic Stimulus Package initiated by the government. In this program, the Ministry of Creative Economy plays a facilitative role in providing digital training through collaboration with the government, creative economy associations, content creator associations, state-owned enterprises such as Telkom, as well as private-sector partners including PT Jababeka.

“This collaboration must be sustained so that the synergy between the central government, the DKI Jakarta Provincial Government, and partners can nurture a generation of young people who are digitally savvy, capable of using technology in a high-quality and ethical manner, and able to produce innovative works by the nation’s youth,” said Minister of Creative Economy Teuku Riefky.

Coordinating Minister for Economic Affairs Airlangga Hartarto stated that the development of the gig economy must be supported by a strong and independent digital ecosystem, grounded in intellectual property rights protection and technology development. Significant demand from national industries, such as automotive and electronics, presents opportunities to develop a digital ecosystem from upstream to downstream, supported by People’s Business Credit (KUR) financing for gig economy players.

“In the gig economy, the key elements are intellectual property rights protection and the development of chip technology, as Indonesia’s industrial needs are very large. From chips, development will extend to hardware, software, data, and applications such as data centers, automotive, digital applications, and the internet of things. To support this, together with the Ministry of Creative Economy, we are preparing KUR financing of IDR 10 trillion with an interest rate of 6 percent and a ceiling of up to IDR 500 million. Jakarta will serve as a prototype to be replicated in 15 cities,” said Coordinating Minister Airlangga.

Furthermore, Coordinating Minister Airlangga Hartarto highlighted that the growth of the artificial intelligence (AI)-based gig economy in Indonesia has shown very strong performance and holds significant potential to drive the national digital economy.

“In the AI sector, Indonesia’s gig economy has grown by up to 127 percent, with investments reaching 91 million in the first semester. Based on Google research, Indonesia has the highest AI adoption rate in ASEAN and ranks fourth in Asia, with a projected market value of 70.6 billion. This program will be supported through the provision of co-working spaces in Jakarta,” added Coordinating Minister Airlangga.

Meanwhile, Governor of DKI Jakarta Pramono Anung expressed support for the launch of the AI Open Innovation Challenge, or Hackathon, themed around innovative solutions for traffic congestion and waste management in anticipation of Jakarta’s 500th anniversary.

“The DKI Jakarta Provincial Government fully supports this event, including the Hackathon competition. We will prepare attractive prizes for the winners. We are also ready to synergize with the central government by providing space and serving as host for activities that support not only Gen Z, but all gig economy practitioners,” said Pramono Anung.

The pilot program at Jakarta Creative Hub targets 3,000 Gen Z participants (born between 1997 and 2012) per month, featuring a series of activities such as AI training for product design, copywriting, market trend analysis, aspiring affiliate training, preparation for digital technology certification, startup training and incubation, and more.

This program is expected to encourage young people to utilize digital technology in a productive and innovative manner. The government is committed to continuing similar initiatives in other regions to expand the impact of the gig economy and AI across Indonesia.

Also in attendance at the event were Minister of Administrative and Bureaucratic Reform (MenPAN-RB) Rini Widyantini and Minister of Manpower Yassierli.
