Jakarta, April 24, 2025 – The Ministry of Creative Economy officially signed a Memorandum of Understanding (MoU) with the Financial Services Authority (OJK) during the launch of OJK Infinity 2.0, held at Menara Radius Prawiro, Jakarta, on Thursday, April 24, 2025.
Kemenekraf dan Otoritas Jasa Keuangan (OJK) resmi menandatangani Nota Kesepahaman (MoU) sebagai langkah konkret menjadikan ekonomi kreatif sebagai mesin baru pertumbuhan ekonomi nasional dalam acara Peluncuran OJK Infinity 2.0, Menara Radius Prawiro, Jakarta (24/04/25).
OJK Infinity 2.0 highlights OJK’s commitment to strengthening support for the financial technology innovation ecosystem (ITSK), including the creative economy sector, which has not been fully served by conventional financing systems.
In his remarks, Minister of Creative Economy Teuku Riefky Harsya stated that the MoU marks a new and highly strategic phase of collaboration. Based on available data, over the past 11 years the contribution of the creative economy sector to Indonesia’s GDP has more than doubled, now reaching over IDR 1,500 trillion.
“In the last 11 years, the number of workers has nearly doubled as well, from 14 million in 2023 to more than 26 million by the end of 2024. Similarly, the export value of creative products surged from USD 15 billion in 2013 to more than USD 25 billion by the end of 2024. Therefore, within the next five years, the government has set a target for the creative economy sector’s contribution to reach 8% of GDP,” said Minister of Creative Economy Teuku Riefky.
He further emphasized that the sector is expected to absorb more than 27 million workers and grow as a driver of national exports and investment. “This is a collective commitment to position the creative economy as a new engine of national economic growth,” he stressed.
The signing of this MoU marks a significant milestone in cross-sector collaboration to advance the national creative economy through innovation in financial technology. The launch was the result of a series of discussions between the Ministry of Creative Economy and OJK held from January 14 to March 23, 2025.
As part of the government’s commitment, under the 2025–2029 National Medium-Term Development Plan (RPJMN), the creative economy is targeted to contribute up to 8.4% to national GDP and employ more than 27 million workers.
This aligns with the vision of President Prabowo Subianto as outlined in Asta Cita, which identifies the development of the creative economy as a key component of Indonesia’s economic transformation based on innovation and technology.
Minister of Creative Economy Teuku Riefky expressed hope that more creative economy players will gain access to funding, monetize their works, and move up the value chain to achieve global competitiveness through this MoU.

The collaboration between the Ministry of Creative Economy and OJK covers three main pillars of the ASTA EKRAF strategy: Dana Ekraf (Creative Economy Fund), Sinergi Ekraf (Creative Economy Synergy), and Talenta Ekraf (Creative Talent).
Through this MoU, both parties agreed to establish strategic cooperation in the provision and utilization of data and information related to the creative economy and financial sectors; the implementation of financial literacy and inclusion programs; capacity building and human resources development; joint studies and research; as well as other collaborative initiatives in developing the creative economy and financial services sector. Several follow-up programs have already been initiated as tangible implementation.
These programs include financial literacy roadshows in various regions, Hackathons and Accelerator Programs to scout digital talent, and support for priority creative subsectors such as games, animation, music, and culinary arts.
Chairman of the OJK Board of Commissioners, Mahendra Siregar, emphasized that this effort supports the creative economy while targeting start-ups and MSMEs.
“We are identifying what the creative industry truly needs at this stage of rapid growth, which presents extraordinary potential. We must strengthen it to integrate into a comprehensive supply chain payment ecosystem through this agreement,” explained Mahendra.
