Jakarta, 8 September 2025 – The Ministry of Creative Economy has established a strategic collaboration with Impala Network through the PL(AI)GROUND initiative to strengthen Indonesia’s artificial intelligence (AI) and creative economy ecosystem. This public-private partnership is designed to create an inclusive space for learning and innovation for industry players.

“The Ministry of Creative Economy is committed to continuously supporting programs like PL(AI)GROUND in enhancing the competitiveness of Indonesia’s digital creative ecosystem, promoting strategic AI utilization, and ensuring that digital transformation delivers tangible benefits to the wider community,” said Minister of Creative Economy Teuku Riefky Harsya.
This strategic step to strengthen the national digital ecosystem began with an audience between the Ministry’s Directorate for New Digital Technology and Impala Network on Thursday, 28 August 2025. The meeting discussed opportunities for collaboration in digital ecosystem development, strengthening public-private collaboration models, and exploring joint programs across various regions.
The establishment of PL(AI)GROUND is inseparable from Hetero Space. Since its founding in 2020, Hetero Space has recorded significant achievements in supporting the growth of Indonesia’s national creative economy ecosystem. More than 250 activities have been conducted, involving over 60,000 active participants and supported by at least 850 collaborators from various sectors.
Notably, around 70 percent of Hetero Space programs operate without state funding, demonstrating both financial independence and public-private trust in the sustainability of the ecosystem. Its success has also received national recognition through several prestigious awards.

In 2023, Hetero Space received the Kemenkop Incubator Award with an A rating, making the Central Java Provincial Government the only regional government awarded the Best Local Government on Supporting Incubator Program. A year earlier, Hetero Space was also recognized in the Top 5 Public Service Innovations by KIPP Central Java Province.
In 2025, Hetero Space again achieved recognition by being included in the Top 25 Outstanding Public Service Innovations organized by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB). Hetero Space’s experience demonstrates that the collaborative model it promotes can be replicated in other regions.
With clearly defined roles—government providing public assets, the private sector managing programs, and flexible funding support through a combination of regional budgets (APBD) and private contributions—the creative ecosystem can grow according to local needs.
More than just a physical space, Hetero Space serves as a “grand house” that acts as a catalyst for the growth of the digital and creative ecosystem. Initiatives like PL(AI)GROUND show that community-based approaches can evolve into broader movements, driving innovation and opening opportunities for cross-sector collaboration.
Director for New Digital Technology at the Ministry of Creative Economy, Dandy Yudha Feryawan, added that this initiative demonstrates the strength of cross-sector collaboration.
“This initiative proves that collaboration among communities, the private sector, and the government can create inclusive spaces for learning, discussion, and innovation in the development of digital technology, particularly artificial intelligence (AI),” concluded Dandy.
