Ministry of Creative Economy Presents Grand Design and 8 Asta Ekraf at Commission VII of the DPR

Jakarta, March 19, 2025 – The Ministry of Creative Economy/Creative Economy Agency presented the grand design for creative economy development during a working meeting with Commission VII of the DPR. One of the key discussions was about the 8 Asta Ekraf and efficiency adjustments.

The meeting, held on Wednesday, March 19, 2025, at the Nusantara I Building of the DPR/MPR Complex in Jakarta, was a follow-up to the previous meeting on February 12, 2025. Minister of Creative Economy, Riefky, stated that the Ministry of Creative Economy has made several adjustments in response to a budget efficiency of IDR 90.5 billion.

Minister of Creative Economy Riefky emphasized that the creative economy is a priority sector in the national development mission and plays a crucial role as a new source of economic growth. According to Minister of Creative Economy Riefky, there are 3 layers in the Creative Economy Master Plan (Rindekraf).

"The first layer is the core business, which includes creative economy subsectors. The second layer is extended enterprises, which consist of related industries and supporting industries. The third layer is the business ecosystem, which encompasses the hexahelix: government, business actors, communities, financial institutions, media, and academia," said Minister of Creative Economy Riefky.

Next, Minister of Creative Economy Riefky elaborated on the 8 Asta Ekraf, which were designed as derivatives of the National Long-Term Development Plan (RPJPN), the National Medium-Term Development Plan (RPJMN), the Ministry’s Strategic Plan (Renstra), and Rindekraf. Here are the 8 Asta Ekraf presented by Minister Riefky:

  1. EKRAF KAYA – Strengthening the intellectual property ecosystem.

  2. EKRAF DATA – Strengthening creative economy data.

  3. PASAR EKRAF – Expanding domestic and global market share.

  4. SYNERGY EKRAF – Synergy of the Creative Economy Hexahelix to strengthen local products.

  5. TALENTA EKRAF – Enhancing capabilities to increase income for creative economy practitioners.

  6. SENTRA EKRAF – Developing creative economy infrastructure.

  7. DANA EKRAF – Developing funding access, financing, and investment in the creative economy.

  8. EKRAF BIJAK – Strengthening regulations, policies, and institutional frameworks for the creative economy.

Minister of Creative Economy Riefky also mentioned inputs from several associations to add new subsectors, which are still under review. Additionally, there were suggestions to strengthen collaboration with the business world, education sector, government, and financial institutions.

Responding to Minister of Creative Economy Riefky’s presentation, the Chairperson of the meeting, Rahayu Saraswati Djojohadikusumo, concluded that the purpose of the meeting was to follow up on several recommendations to strengthen the creative economy sector. These recommendations included involving communities and Gen Z in the development of the Grand Design for the Creative Economy, which must encompass policies, goals, strategies, targets, programs, and implementation phases.

"Furthermore, coordination with relevant ministries and institutions distributing KUR (People's Business Credit) is necessary to support creative economy practitioners. The DPR also encourages increased collaboration with various parties and the establishment of an Endowment Fund to finance training for creative economy entrepreneurs," said Rahayu.

At the meeting, Minister of Creative Economy Riefky was accompanied by Deputy Minister of Creative Economy Irene Umar and senior officials from Kemenekraf. From Commission VII of the DPR RI, the meeting was attended by the Chairperson of Commission VII, Saleh Partaonan Daulay, as well as Vice-Chairs Evita Nursanti Chusnunia Chalim and Lamhot Sinaga, along with other members of Commission VII.

Under the leadership of Minister Riefky and Deputy Minister Irene Umar, the Ministry of Creative Economy/Creative Economy Agency targets the creation of 27 million jobs, particularly for the younger generation, over the next five years, aiming to create quality employment opportunities.

Supported by Deputy Minister of Creative Economy Irene Umar, Minister  of Creative Economy Riefky is pushing 17 creative economy subsectors to realize the vision and mission of Prabowo-Gibran, especially Asta Cita number 3, which focuses on increasing quality jobs, promoting entrepreneurship, and developing the creative industries. Through strengthening the ecosystem with a hexahelix approach, the Ministry of Creative Economy/Creative Economy Agency is expected to become the "new engine of growth" for the national economy, starting from regional areas.
