Ministry of Creative Economy Signs Memorandum of Understanding with WIPO, Strengthens Intellectual Property Ecosystem

Jakarta, 12 August 2025 – The Ministry of Creative Economy has strengthened Indonesia’s intellectual property system through the signing of a Memorandum of Understanding (MoU) with the World Intellectual Property Organization (WIPO). This collaboration represents a synergy among stakeholders in Indonesia to optimize the use of intellectual property systems in order to enhance business competitiveness and support the creative economy sector.

The MoU signing was held at the Thamrin Nine Ballroom, Jakarta, on Tuesday, 12 August 2025. This initiative follows the previous audience with WIPO on 25 March 2025, as well as the participation of Minister of Creative Economy Teuku Riefky Harsya in the 66th Series of Meetings of WIPO in Geneva, Switzerland, on 17 July 2025.

“I greatly appreciate WIPO’s presence for this Memorandum of Understanding signing. The Ministry of Creative Economy has been mandated by President Prabowo under the next five-year National Medium-Term Development Plan (RPJMN), which outlines four key development indicators related to employment, investment, exports, and the creative economy sector’s contribution to the national GDP. Intellectual property protection is a fundamental element in achieving these Key Performance Indicators (KPIs) of the Ministry of Creative Economy,” stated Minister Teuku Riefky.

Minister Teuku Riefky emphasized that the MoU aligns with the Ministry’s mission to position the creative economy as a new engine of national economic growth, beginning at the regional level. Indonesia’s intellectual property assets, he noted, are spread not only across major cities but also throughout remote areas.

As part of the Government’s commitment under the 2025–2029 RPJMN, the creative economy is targeted to contribute up to 8.4 percent to the national GDP and generate employment for more than 26 million workers. Minister Teuku Riefky further stated that the agreement with WIPO aims to protect and promote Indonesia’s intellectual property—particularly within the creative economy—by supporting creators and facilitating access to a more dynamic and competitive global market.

“WIPO is an international organization that supports its member states to ensure legal protection so that intellectual property can be safeguarded and commercialized. The scope of this collaboration includes human resource development, intellectual property (IP) management, facilitation-based IP financing, research and data exchange, increased public awareness and understanding of IP, as well as organizing activities related to intellectual property,” Minister Teuku Riefky explained.

WIPO, a specialized agency under the United Nations with 194 member states, has emphasized that culture-based creative economies can provide economic opportunities for younger generations and support the growth of Indonesia’s digital economy.

“Grounded in its many culturally significant contributions to the world, Indonesia is now creating new forms of expression and new economic opportunities. We look forward to supporting the Government of Indonesia, especially the Ministry of Creative Economy, in harnessing Indonesia’s creative potential, creating jobs, and empowering Indonesian creators as outlined in the Memorandum of Understanding signed today,” said WIPO Director General Daren Tang.

The detailed scope of the MoU between the Ministry of Creative Economy and WIPO includes:

  1. Capacity building, technical assistance, and human resource development related to IP awareness, IP support services, and matters related to intellectual property within the creative economy.

  2. Development of targeted initiatives for IP users in the creative economy, particularly in branding, copyright, and the protection and management of designs.

  3. Support for the development and implementation of initiatives related to IP-based financing mechanisms, including initiatives that enable intellectual property assets to be used as collateral or tools for improving access to financing for creators or creative companies.

  4. Establishing collaboration and joint research related to intellectual property and the creative economy, including the exchange and use of relevant information and data.

  5. Developing and implementing awareness campaigns to educate the general public, relevant stakeholders, and the creative community on the importance of IP protection and utilization.

  6. Organizing conferences, symposiums, seminars, workshops, and other educational events related to the protection and utilization of intellectual property for the creative industry.

The MoU signing was witnessed by Deputy Director General, Regional, and National Development Sector (RNDS) Hasan Kleib; Director of the Asia and Pacific Division Andrew Ong; Director of the WIPO Singapore Office Thitapha Wattannaprutipaisan; Program Officer, Department for Development Cooperation (RNDS) Erry Prasetyo; Special Staff to the President for Creative Economy Yovie Widianto; Ambassador/Charge d’Affaires ad interim of the Permanent Mission of the Republic of Indonesia in Geneva Achsanul Habib; and Director of Cooperation, Empowerment, and Education of the Ministry of Law and Human Rights Yasmon.

Minister Teuku Riefky was accompanied by Secretary of the Ministry Dessy Ruhati; Deputy for Strategic Creative Economy Development Cecep Rukendi; Deputy for Digital Creativity and Technology Muhammad Neil El Himam; Special Staff to the Minister for Strategic and Inter-Agency Affairs Rian Firmansyah; Head of the Bureau of Legal Affairs, Human Resources, and Organization Moch. Nurul Huda; Director of IP Facilitation Development Muhammad Fauzy; Director of Marketing System Development and Institutional Relations Radi Manggala; Director of Strategic Studies and Management Agus Syarif Hidayat; Director of Music Muhammad Amin; along with other officials of the Ministry of Creative Economy.
