Jakarta, 20 January 2026 – The Ministry of Creative Economy / Creative Economy Agency, together with the Indonesian Society of Appraisers (MAPPI), discussed collaboration to prepare the establishment of registered Intellectual Property (IP) Appraisers, who will play a key role in Indonesia’s IP-based financing ecosystem. Minister of Creative Economy Teuku Riefky Harsya expressed hope that this initiative would accelerate the growth of creative industries that are beginning to gain economic resilience.
The Minister of Creative Economy, Teuku Riefky Harsya, receives an audience from the Indonesian Society of Appraisers (MAPPI) at the Ministry of Creative Economy office, Jakarta, Monday (20/1/2026).
“The year 2026 can become the kick-off for implementing a major new opportunity in the intellectual property appraisal services sector, which can be developed in collaboration with MAPPI. Moreover, global trends show that financing across creative economy subsectors continues to grow, so the target for IP-based People’s Business Credit (KUR) financing can be implemented effectively,” said Minister Teuku Riefky during the audience at the Ministry of Creative Economy office in Jakarta on Tuesday, 20 January 2026.
IP Appraisers will conduct professional valuations of intellectual property used as collateral for loans at banks and non-bank financial institutions, as mandated by Government Regulation (PP) No. 24 of 2022 on the Implementing Regulation of Law No. 24 of 2019 on the Creative Economy, as well as Regulation of the Minister of Creative Economy / Head of the Creative Economy Agency No. 6 of 2025 on Intellectual Property Appraisers.
The emergence of IP Appraisers also aligns with efforts to support the distribution of IP-based KUR, as stipulated in Coordinating Minister for Economic Affairs Regulation No. 1 of 2026, which came into effect on 13 January 2026 and recognizes intellectual property as an additional form of collateral. This policy reflects government support for strengthening inclusive financing by acknowledging IP as supplementary security. Significant economic growth opportunities are expected as formal financing access becomes more open for creative economy practitioners whose assets are largely intangible.
“Many creative industry companies have already become economically resilient and now need acceleration to survive independently. Together with other ministries, associations, local governments, financial institutions, and MAPPI, we can support the commercialization of IP through scaled-up market access and financing so that promotion can reach the national and even global level,” Minister Teuku Riefky stated.

At the beginning of 2026, the Ministry of Creative Economy will open registration for IP Appraisers and prepare data on prospective beneficiaries and potential debtor locations in collaboration with various strategic partners. Through this process, the Ministry and MAPPI will be able to facilitate creative economy financing via IP-based funding schemes, including during the inauguration of IP Appraisers and the subsequent KUR disbursement.
The Ministry of Creative Economy targets that registered IP Appraisers will be officially appointed by no later than the second week of February 2026. For this reason, support from MAPPI is expected to consolidate Public Appraisers in the Business Valuation Services sector so that they can promptly register through the Ekraf Hub platform.
“At present, we are preparing the registration system for IP Appraisal teams, including collaboration with the Data and Information Center, so that prospective IP Appraisers are digitally recorded and registered through the Ekraf Hub platform,” added Cecep Rukendi, Deputy for Strategic Development of the Creative Economy.
Based on its track record, MAPPI is an independent, non-profit organization established on 20 October 1981. It has nearly 4,500 members across Indonesia, covering appraisal services in simple property valuation, personal property valuation, and business valuation. MAPPI also expressed readiness to encourage qualified public appraisers, particularly those who have completed IP training conducted in cooperation with WIPO (World Intellectual Property Organization), the Ministry of Creative Economy, the Ministry of Law, the Ministry of Finance, and MAPPI in 2025.
“As we know, Indonesia has diverse industrial strata, and one sector that supports various situations and conditions is the creative economy. This is where the role of appraisers is needed to connect government support with creative economy practitioners across regions, so that the creative economy becomes a pillar of the nation’s economy,” said Budi Prasodjo, Chairman of the National Executive Board of MAPPI.
The discussion continued with the formulation of strategies for regulatory socialization, data collection of creative economy practitioners in priority development areas, and follow-up collaboration plans with the Coordinating Ministry for Economic Affairs and the Ministry of Law to strengthen cross-sector collaboration. MAPPI believes that Indonesia’s strong commitment to determining IP-based asset values could become a standard across Southeast Asia (ASEAN).
“We hope that the smaller portions of this year’s KUR allocation for the creative economy, set at IDR 10 trillion, can be supported by MAPPI to foster sustainable acceleration. MAPPI, as part of the IP appraisal ecosystem, will help lower- and middle-tier creative industries grow together and enjoy equitable access to IP-based KUR across Indonesia’s regions,” Budi Prasodjo added.
