Ministry of Creative Economy Supports Indonesia’s Strong Role in the Global Game Industry

Germany, 21 August 2025 – The Minister of Creative Economy, Teuku Riefky Harsya, invited global game investors and publishers to explore Indonesia’s game industry potential. The invitation was conveyed directly by the Minister during meetings with several major global industry players, including Microsoft Xbox, XSolla, Koelnmesse, and the German Game Industry Association (GAME), at Gamescom 2025 in Cologne, Germany, Thursday, 21 August 2025.

“We look forward to strong collaboration and partnerships between the German game ecosystem and Indonesian game industry players,” said the Minister of Creative Economy.

The Minister of Creative Economy believes that Indonesia has vast game development potential capable of penetrating the global market. He emphasized that Indonesia has consistently participated in Gamescom since 2019 and remains committed to strengthening collaboration between game associations.

According to the Minister, Indonesia and Germany share significant potential and a strong bilateral relationship in developing the game industry ecosystem.

“The presence of the Ministry of Creative Economy represents Indonesia’s full commitment to becoming a key partner in the global game industry,” affirmed the Minister of Creative Economy.

According to Newzoo’s 2024 report, Indonesia’s game industry potential ranks fourth-largest in Asia and fifteenth in the world. Indonesia also has the most productive base of game developers in Southeast Asia, with 150 million active gamers, demonstrating the strength and creativity of talents in the game subsector.

With supportive regulations, talent development, and government incentives, Indonesia continues to position itself as a major regional hub for game development.

The business meetings are expected to generate strategic partnerships and demonstrate strong support for game developers to produce increasingly innovative games. With continuous talent development programs, Indonesia aims to strengthen its contribution to the global game industry.

In addition to attending Gamescom 2025, the Minister also extended invitations to German industry players to attend Indonesia Game Developer eXchange (IGDX) 2025. The annual event aims to improve the skills of Indonesian game developers and provide access to funding and partnership opportunities through programs such as IGDX Bootcamp, IGDX Academy, IGDX Career, IGDX Business, and IGDX Conference.

“We seek to build stronger collaboration with Microsoft Xbox, XSolla, Koelnmesse, and the German Game Industry Association (GAME). We officially invite the German game ecosystem to explore Indonesia’s game industry at the Indonesia Game Developer eXchange (IGDX), which will be held in Bali from 9 to 11 October 2025,” added the Minister of Creative Economy.

Several organizations from Germany attending the meeting include:

● Xbox, a gaming division of Microsoft and one of the major players in global interactive entertainment. Since its launch in 2001, Xbox has grown into a comprehensive ecosystem, ranging from next-generation game consoles and cloud gaming services to the popular subscription platform Xbox Game Pass, now serving 34 million subscribers and generating nearly USD 5 billion in annual revenue as of mid-2025. This strategy reflects Xbox’s commitment to providing wide access to premium game content with a sustainable business model.

XSolla, a “video game commerce” company providing infrastructure for payment and monetization solutions for games. Founded by Aleksandr (Shurick) Agapitov in 2005, the company is headquartered in Los Angeles with a global network of operations.

● Koelnmesse, an international trade fair organizer based in Cologne, managing one of the largest expo venues in Germany and hosting around 80 exhibitions annually. In organizing Gamescom Cologne, Koelnmesse partners with GAME to deliver the world’s largest video game event. GAME is also a stakeholder in the Entertainment Software Self-Regulation Body (USK), Foundation for Digital Games Culture, esports player foundation, and game events.

Overall, these meetings underscore a shared strategy to strengthen Indonesia’s game industry competitiveness and reaffirm Indonesia’s strong commitment to becoming a key partner in the global game sector. Through continuous innovation and long-term international partnerships, the creative economy is positioned to be the new engine of growth, opening wider opportunities and strengthening global collaboration with strategic partners.

Also present at the meetings were the Deputy Minister’s Special Staff for Strategic Issues and Intergovernmental Affairs, Rian Firmansyah; Director of Games, Luat Sihombing; and Director of Strategic Creative Economy Management Studies, Agus Syarif Hidayat. Also attending were the Ministry of Trade’s Director of Export Development for Creative Services and Products, Ari Satria; Chargé d’Affaires ad Interim of the Indonesian Embassy in Berlin, Fajar Wirawan Harijo; and Chairman of the Indonesian Game Association, Shafiq Husein.
