Bandung, 15 December 2025 — The Ministry of Creative Economy / Creative Economy Agency affirms the strategic role of information and communication technology (ICT) services in supporting innovation within the creative sector. A total of 140 ICT business entities from various fields were facilitated by the Ministry of Creative Economy to connect with 30 prospective investors through the SIAP (Synergy, Incubation, Acceleration, and Strengthening) Program Business Forum.
Deputi Bidang Kreativitas Digital dan Teknologi, Neil El Himam, menyampaikan sambutan dalam program Sinergi Inkubasi Akselerasi dan Penguatan (SIAP) Business Forum yang digelar di Intercontinental Hotel, Bandung, Senin (15/12/2025).
“Indonesia has continuously growing digital talent, a dynamic start-up ecosystem, and a vast domestic market. This Business Forum is not merely a meeting space, but also a platform for concrete collaboration between creative economy players, ICT service providers, and potential investors, financing institutions, as well as strategic partners from both the public and private sectors,” said the Deputy for Digital Creativity and Technology of the Ministry of Creative Economy, Muhammad Neil El Himam.
The SIAP Business Forum, held at the Intercontinental Hotel, Bandung, on Monday, 15 December 2025, was attended by more than one hundred business entities, ranging from Artificial Intelligence, SaaS (Software as a Service), Games, E-Commerce, Software & Training Development, EdTech, Cybersecurity, Fintech, to the Internet of Things. These business entities came from various regions, including Aceh, Banten, West Java, Yogyakarta, and Central Java.
“The creative economy is not only about products or goods, but also services. The ICT services subsector continues to be encouraged to become the main backbone of national economic transformation, particularly in the digital sphere. Amid the acceleration of global digitalization, this subsector not only acts as an enabler for other sectors, but also delivers added value, creates quality employment, and serves as a driver of economic growth based on innovation and creativity,” said Deputy Neil.
“The Ministry of Creative Economy is confident that the SIAP Program can stimulate the potential of the creative economy, especially digital-based, to become a driving force for Indonesia’s economy,” Deputy Neil added.
Carrying the theme “Investing in Digital Acceleration: Collaboration Towards a Digital-Based Economy,” the forum also aimed to convey the direction of digital policies from both central and regional governments. According to data from Statistics Indonesia (BPS), the ICT services subsector recorded an increase in the development index of up to 5.90 points in 2023, with the growth in the number of start-ups in Indonesia reaching more than 2,560 companies in 2024.

Through this business forum, start-ups and ICT service business entities are expected to expand their business scale, absorb more labor, and increase company revenues. The SIAP Program Business Forum also serves as a strategic platform to accelerate national digital innovation.
In addition to the exhibition, the forum featured talk shows, investor insight talks, and business matching and pitching sessions, which are expected to offer strong collaboration opportunities between start-ups, corporations, and investors in developing the ICT services ecosystem.
“The Directorate of ICT Services has been mandated to enhance the added value of intellectual property owned by creative economy players. Through facilitation of business entities via the SIAP Program Business Forum, incubation has been carried out based on open bidding and ongoing curation. These start-ups are expected to progress to the acceleration stage and eventually become more independent business entities in the future,” explained the Director of ICT Services, Abdul Malik.
“The investment value of the creative economy sector contributes IDR 44 trillion in West Java. Combined with a population of 50.7 million people in West Java as a very large potential market, any business is certainly promising. We therefore hope that creative economy players will continue to innovate their products so that their quality can remain competitive,” added Budi Kurnia, Head of the Bureau for Economic Affairs of the West Java Regional Secretariat.

Also present at the SIAP Program Business Forum 2025 were the Secretary to the Deputy for Digital Creativity and Technology, Sabartua Tampubolon; Director of Games, Luat Sihombing; Director of Architecture and Design, Sabar Norma Megawati Panjaitan; as well as business leaders, financial institutions, venture capital representatives, and other creative economy stakeholders.
