Jakarta, 18 February, 2026 — The Government continues to strengthen the foundation of the national creative economy through the development of an intellectual property-based financing system. The Minister of Creative Economy/Head of the Creative Economy Agency, Teuku Riefky Harsya, officially appointed and inaugurated 64 Intellectual Property (IP) Valuators at the Thamrin Nine Ballroom, Jakarta, on Wednesday (18/2).

“For the first time in history, Intellectual Property Valuators have been officially established. This marks a strategic step toward realizing intellectual property-based financing. Creativity is an asset, innovation is collateral. The future of Indonesia’s economy, built upon the nation’s intellectual property, will soon be realized,” said Teuku Riefky Harsya.
This inauguration marks the establishment of the first generation of Intellectual Property Valuators, as stipulated in the Decree of the Minister of Creative Economy Number SK/HK.01.01/16/MK-EK/2026 dated February 13, 2026.
In line with this, the inauguration also reflects a paradigm shift in the utilization of intellectual assets in an economy driven by ideas and innovation.
“In an economy driven by ideas and innovation, intellectual property is no longer merely a legal document. Intellectual property is a high-value economic asset that reflects the future of our creative industry. For these assets to be utilized as a source of financing, trust is essential. That trust is built through valuation processes that are professional, credible, and independent,” he stated.

According to Teuku Riefky Harsya, this inauguration is not merely the establishment of a new profession, but a strategic foundation for expanding access to financing in the creative economy sector.
The policy is reinforced by Government Regulation Number 24 of 2024, Financial Services Authority Regulation (POJK) Number 19 of 2025, Regulation of the Minister of Creative Economy Number 6 of 2025, and Regulation of the Coordinating Minister for Economic Affairs Number 1 of 2026 concerning Guidelines for the Implementation of People’s Business Credit (KUR).
The harmonization of financing policies continues to be strengthened, including through Intellectual Property-based People’s Business Credit (KUR) schemes with competitive interest rates of approximately 3–6 percent per annum.
According to Teuku Riefky Harsya, this step forms part of a national strategy to build a more inclusive and sustainable financing architecture, while also encouraging an increase in credit distribution to the creative economy sector of up to IDR 10 trillion.
“With a strengthening valuation infrastructure, intellectual property is expected to be increasingly recognized as a high-value economic asset capable of driving national economic growth,” he concluded.

For professionals interested in becoming Intellectual Property (IP) Appraisers, the Ministry of Creative Economy / Creative Economy Agency opens registration through the Ekrafhub platform with the following provisions:

Public Appraisers with a business valuation service classification may submit an application for designation as Intellectual Property Appraisers to the Minister of Creative Economy/Head of the Creative Economy Agency. Prospective Intellectual Property Appraisers must meet fundamental professional and competency criteria, including:
2. Possessing a valid Public Appraiser License issued by the ministry administering government affairs in the state finance sector, namely the Ministry of Finance.
3. Having competency in the field of Intellectual Property valuation.
4. Being registered with a ministry or institution administering government affairs in the creative economy sector.
5. Applications for designation as Intellectual Property Appraisers are submitted electronically through the official website of the Ministry of Creative Economy, namely Ekrafhub.

The registration stages include:
a. Document verification after prospective IP Appraisers complete registration through Ekrafhub.
b. If the documents are declared complete and meet the requirements, the designation of IP Appraisers is carried out along with the signing of the Integrity Pact.
